The third, which is from the North British, and the seventh, from Fraser, having appeared quite recently, are hardly at all altered. To the first and second, also from the North British, considerable additions have been made; while the two German papers, which were published in the National in 1863 and 1864, are very greatly altered and enlarged; less, however, than the sixth, the nucleus of which was a paper in Fraser of March 1863. Excerpt from The Governments of Europe It is a matter of common observation that during the opening years of the twentieth century there has been, in many portions of the civilized world, a substantial quickening of interest in the principles and problems of human government. The United States is happily among those countries in which the phenomenon can be observed, and we have witnessed in recent times not only the organization of societies and the establishment of journals designed to foster research within the field, but also a notable multiplication and strengthening of courses in political science open to students in our colleges and universities, as well as the development of clubs, forums, extension courses, and other facilities for the increasing of political information and the stimulation of political thinking on the part of the people at large. It is the object of this book to promote the intelligent study of government by supplying working descriptions of the governmental systems of the various countries of western and central Europe as they have taken form and as they operate at the present day. Conceived and prepared primarily as a text for use in college courses, it is hoped none the less that the volume may prove of service to persons everywhere whose interest in the subject leads them to seek the sort of information which is here presented. The content of the book has been determined, in the main, by three considerations. In the first place, it has been deemed desirable to afford a wide opportunity for the comparative study of political institutions, especially by reason of the familiar fact that the governmental system of a minor country may, and frequently does, exhibit elements of novelty and of importance not inferior to those to be observed in the political organization of a greater state. Hence there are included descriptions of the governments of the minor as well as of the major nations of western and central Europe; and the original purpose to attempt some treatment of the governments of the eastern nations has been abandoned, somewhat reluctantly, only because of the demands of space, and because it was felt that this portion of the projected work would perhaps meet no very serious need in the usual college courses. Excerpt from Greater European Governments The present work deals only with a very small part of the great subject of political parties. It is simply an attempt to study the relation between the development of parties and the mechanism of modern government, and other questions are referred to only so far as they have a bearing on the main theme. In carrying out this object, a systematic order of arrangement has been followed so far as practicable. The treatment of each country begins with a description of its chief institu tions, or political organization; this is followed by a sketch of its recent history, in order to show how the parties actually work; and, finally, an attempt is made to find the causes of the condition of party life. The investigation is limited to the principal countries where a division into two great parties does not prevail, and where there usually exists in its place a division into a number of more or less sharply defined political groups. This department of the subject seemed to separate itself naturally from the rest, and was selected mainly because it had been far less studied than the growth and in fluence of the by-party system that prevails generally in anglo-saxon countries. Excerpt from The Politics of the Common Market The Common Market had become an integral part of the political order of Europe both international and national, hence the proper study of all who were interested in European government and poli tics, or regional international organization. This book is a discussion of the distribution of power within the Common Market and the institution's way of deciding issues and taking action. It does not delve into the technical economic mission of the Common Market nor is it a polemic for European unity. It is a neutral inquiry into the evolving political order of Europe, which takes all relevant ma terial into account, whether it be the formal constitutions, regula tions, and court decisions, or the gentlemen's agreements, informal institutional dynamics, or biases of men in positions of power. Gathering information on the politics of the Common Market posed a special problem. The European Union means many different things to its many peoples. In Germany, for example, the European project was conceived mainly as post-national, or even post-sovereign. In France, by contrast, President Emmanuel Macron has pursued the vision of a sovereign Europe; that is, an EU that would become a formidable geopolitical actor. Yet, instead, Europe has struggled to ascertain its values abroad and even domestically, facing a sovereignist rebellion from its newer member states, such as Hungary and Poland, and the departure of Britain. The eurozone crisis has undermined the EU’s economic credentials, the refugee crisis its societal cohesion, the failure to stand up to Russia its sense of purpose, and the Covid-19 pandemic its credibility as a protector of European citizens. The key argument of this book is that the multiple crises of the European project are caused by one underlying factor: its bold attempt to overcome the age of nation-states. Left unchecked, supranational institutions tend to become ever more bureaucratic, eluding control of the people they are meant to serve. The logic of technocracy is thus pitted against the democratic impulse, which the European Union is supposed to embody. Democracy in Europe has suffered as a result.
