This book provides a unique and timely analysis of the role of structural change in the economic development of Brazil, Russia, India, China, and South Africa (BRICS) with a consideration for the role of industry, and in particular manufacturing. The emergence of BRICS reflects an ongoing change in the international economic order. BRICS now account for very substantial part of global GDP, global manufactured value added and global manufactured exports. The book examines their economic experiences and structural change in BRICS over the past three decades, identifying both differences and commonalities, and deriving lessons for other industrializing countries. Section I contains comparative studies focusing on the commonalities and differences of the experiences of BRICS. Section II includes six country studies providing a more detailed analysis of the long-run experiences of each of the countries. Section III consists of a set of seven thematic studies focusing on specific topics such as global value chains, the role of transnational corporations in the food chain, the role of foreign versus domestic investment, the role of domestic versus foreign demand in economic growth the diffusion of environmental energy technology and the similarities, and the differences in industrial policies pursued in the five countries. The book contains a summary chapter that provides an integrated perspective of the various contributions from the point of view of poverty reduction and development. It asks, whether the patterns of structural change and industrial development that BRICS experienced, had an impact on poverty outcomes, and if so, what where the channels and the consequences?

The celebratory tone about the emergence of the BRICs and the improved growth in Sub Saharan Africa and Latin America during the 2000s obscures the reality that, for large parts of the developing world, the development challenges are more acute than ever before. After three decades of Washington Consensus policies, deepening globalization, and China's and India's increasing competitiveness in ever more goods and services, many developing countries are now facing three critical challenges: how to engender a transformation of the production structure that creates many more productive jobs, how to make growth more inclusive, and how to stimulate a growth process compatible with environmental sustainability. This book brings together development scholars and practitioners from multiple academic disciplines and policy perspectives to analyze important facets of this triple challenge, to explore interconnections among them and suggest strategies for overcoming the challenges in the current age of globalization. Three features distinguish this book from other current works in the field. First, this book looks beyond the current global crisis and short-term growth opportunities and analyzes the challenges to development from a long-term perspective. Second, books on the barriers to development tend to concentrate on one of the three challenges, e.g. Barbier (2010) A Global Green New Deal on environmental sustainability; Cimoli, Dosi, Stiglitz (2009) Industrial Policy and Development on structural transformation; and Milanovic (2011) The Have and the Have-Nots on exclusion. The BRICS (Brazil, Russia, India, China and South Africa) have gradually become more than an acronym as their governments have been engaging in international and political negotiations as if they were a regional economic group. The main goal of this paper is to compare the structural change of the BRICS using econometric evidence based on estimates of Thirlwall's law for the period 1995-2013. Thirlwall's equations have become powerful indicators to evaluate whether a country is in a catching-up or falling-behind long-term path. Our basic assumption is that the way in which each country engages in international trade and global capital flows affects, positively or negatively, structural change and the catch-up trajectory. Though our results cannot confirm Russia's long-term growth trajectory, they do confirm that over the period analysed China and India have shown a rapid catching up path, while Brazil and South Africa have entered into a falling behind path.

Once among the fastest developing economies, growth has slowed or stalled in Brazil, Russia, India, China, and South Africa. What policies can governments enact to jump-start the rise of these middle-income countries? Hartmut Elsenhans and Salvatore Babones argue that economic catch-up requires investment in the productivity of ordinary citizens. Diverging from the popular narrative of increased liberalization, this book argues specifically for direct government investment in human infrastructure; policies that increase wages and the bargaining power of labor; and the strategic use of exchange rates to encourage export-led growth. These measures raise up the majority and finance future productivity by driving broader consumption and fostering investment within national borders. Though strategies like full employment, mass education, and progressive taxation are not especially controversial, none of the BRICS have truly embraced them. Examining barriers to implementation, Elsenhans and Babones find that the main obstacle to such reforms is an absence of political will, stemming from closely guarded elite privilege under the current laws. BRICS or Bust? is a short, incisive read that underscores the need for demand-driven growth and why it has yet to be achieved.
