This report constitutes one of four countrywide assessments produced under the International Institute for Environment and Development’s (IIED) ‘Gender, land and accountability in the context of agricultural and other natural resource investments’ initiative. The goal of the initiative is to strengthen rural women’s livelihood opportunities by empowering them in relation to community land stewardship and increasing their ability to hold agricultural investors in East and West Africa to account. Drawing on a literature review conducted by the Tanzania Women Lawyers Association (TAWLA) and IIED, as well as on primary field research conducted by TAWLA in 2015, this report provides a backdrop of relevant policies and practice; a gender analysis of the policy framework governing land and investments; and recommendations on how to work towards land rights securing and better inclusion in land governance processes for women in Tanzania.

Since the year 2000, millions of hectares of land in the Global South have been acquired by foreign investors for large-scale agricultural projects, displacing and disrupting rural communities. Women are especially disadvantaged by the global land grab: they are less likely to inherit, control, or make decisions over land, but often need land to support themselves, their families, and their communities. This book is the outcome of a detailed research study to examine the trajectories, processes and outcomes of education, health, employment, water, sanitation and hygiene social policies in Uganda, Kenya, Tanzania and Rwanda, and to propose gender-equitable and transformative post COVID-19 social policy in these sectors. Protected areas have often been defined as the backbones of biodiversity conservation. Protected areas have often been defined as the backbones of biodiversity conservation. However, legitimate demands formulated by countries for their economic development, growing human populations, forest fragmentations, and needs of local communities for sustainable livelihoods are also pressing demands on protected areas, stringently pressuring conservation community to identify means to reconcile long term biodiversity conservation and communities’ livelihoods. Hence, integrating conservation activities within the global framework of economic development of countries with high biodiversity had become part of conservation paradigms. Integrated development as a route to conservation, strict protected areas, community managed areas, etc. have been tried but resulted in debatable outcomes in many ways. The lukewarm nature of these results brought ‘landscape approach’ at the front of biodiversity conservation in Central Africa. Since the late 1990s the landscape approach uses large areas with different functional attributes and shifts foundational biodiversity conservation paradigms. Changes are brought to the role traditionally attributed to local communities, aligning sustainable development with conservation and stretching conservation beyond the confines of traditional protected areas. These three shifts need a holistic approach to respond to different conservation questions. There are only a few instances where the landscape experience has been scientifically documented and lessons learnt drawn into a corpus of knowledge to guide future conservation initiatives across Central Africa. To subjugate one biodiversity conservation landscape as one case study emerged as a matter of urgency to present the potential knowledge acquired throughout the landscape experiment, including leadership and management, processes tried, results (at least partially) achieved, and why such and such other process or management arrangement were been chosen among many other alternatives, etc. The challenges of the implementation of the conservation landscape approach needed also to be documented. This book responds to the majority of these questions; drawing its content from the firsthand field knowledge, it discusses these shifts and documents what has been tried, how successful (unsuccessful) it was, and what lessons learnt from these trials. Theoretical questions such as threat index, and ecological services, etc. are also discussed and gaps in knowledge are identified.

Whilst there is an extensive body of research exploring the barriers to gender equality and female empowerment in high-income states, there are far fewer systematic analyses within lower-income settings. This book draws on extensive empirical data to analyse gender mainstreaming and gender transformative actions in Tanzanian higher education. The book maps the practical landscape of gender mainstreaming across 14 universities in Tanzania, and the theoretical landscape of African theories of masculinities and femininities underpinning educational institutions and practices. This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities. A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform. These areas are important both because they have wide gender gaps and because they help explain gender differences in entrepreneurial activities. It is particularly striking that while gender gaps in education tend to close with higher incomes, gaps in women’s property rights and in women’s participation in reform processes do not. As simply raising a country’s income is unlikely to be sufficient to give women equal ability to control assets or have greater voice, more proactive steps will be needed. Practical guidelines to move the agenda forward are discussed for each of these key areas.
