Security Strategies of Middle Powers in the Asia Pacific examines what drives the different regional security strategies of four middle powers in the Asia Pacific: Australia, Indonesia, South Korea and Malaysia. Drawing on the extant middle power literature, the authors argue that the regional security strategies of middle powers could take two forms, namely, functional or normative. A functional strategy means that the middle power targets its resources to address a specific problem that it has a high level of interest in, while a normative strategy refers to a focus on promoting general behavioural standards and confidence building at the multilateral level. This book argues that whether a middle power ultimately employs a more functional or normative regional security strategy depends on its resource availability and strategic environment.

The connections between trade and security are hardly new. Analysts and practitioners have clearly recognized this interrelationship since the mercantilist arguments of the 16th and 17th centuries. Despite wishful economic liberal thinking that might prefer to separate the political from the economic, it is widely recognized that trade and security are fundamentally interconnected in the foreign policy of states. Over time, as new forms of trade policy have come into being and the international security environment has evolved, the nexus of these two spheres has grown more complex and scholars have struggled to understand their interconnection This edited volume addresses linkages between trade and security by examining the influence of security factors in driving trade policy measures and the corresponding implications of different types of trade arrangements for international security. Ultimately, the project shows that several elements—traditional economic factors, traditional security factors, and human security factors—can affect the development of trade agreements and unilateral policies, and that trade policies may have both a direct and an indirect effect on traditional and human security. The project focuses on Asia, a region where economics is increasingly important but many security issues still linger unresolved, as a primary setting to test trade linkage theories. It also provides a comparative perspective through examination of how the EU and US have used their trade policies to achieve non-economic goals and how these policies have influenced their security environment. Given Australia’s lack of energy security strategy, it is not surprising that the country is void of institutional knowledge and know-how of Russian foreign energy strategy. The ‘lucky country’ as it were, relies entirely on sea-lines of communication to the north to supply fuel and to export Australian coal and natural gas. Australia has entered the 2020s as the world’s largest liquefied natural gas (LNG) exporter; however, maintaining complacency in Canberra’s current export activities will ultimately lead to a long-term security crisis. This book critically examines Russian energy strategy in the Asia-Pacific, with a view to determining the security implications for Australia. Russia is important for global energy security chains because of its vast resource wealth and its geographical position – a pivotal position to supply both the European and Asian markets. Australia has no such luxury, geographically constrained as an island continent; it relies on the nearby Asia-Pacific import market to demand our energy and to facilitate the delivery of our national oil supplies. Understanding Russian foreign energy strategy in the region is crucial given the growing energy requirements in Australia’s emerging Asia-Pacific arena.
