L'Union européenne a jusqu'à présent échoué dans l'harmonisation de ses politiques militaires. Si elle réussit bien à encadrer la libre circulation des biens et des marchandises, elle se trouve incapable d'arracher aux Etats ce qu'ils considèrent comme leur propriété absolue : l'armée. Or, comme le montre l'auteur, la mondialisation, la menace terroriste globale rendent caduques l'idée d'avoir 27 systèmes différents. Mais l'auteur va plus loin. La plupart des ouvrages sur la défense européenne repose sur une approche technique, opérationnelle et institutionnelle. Sans délaisser totalement cet aspect descriptif, l’ouvrage se situe d’emblée dans une autre démarche, plus politique, où la défense est aussi un excellent indicateur des divergences européennes sur la finalité de l’Union et son rôle politique dans la mondialisation. Elle insiste sur la modernité stratégique de l’Union par rapport aux définitions traditionnellement plus militaires de la puissance. En somme, le dispositif militaire communautaire est prêt. Il suffit d'un peu de courage politique.

In this book, Wolfgang Reinicke critically assesses the basic premise of such a proposition and examines two concrete proposals that have been made to strengthen transatlantic economic relations--a Transatlantic Free Trade Area (TAFTA) and a New Transatlantic Marketplace. According to Reinicke, a TAFTA is likely to be both too little--tariffs and quantitative restrictions being of importance in a few sectors only--and too much--their elimination being unrealistic in the short term. The idea of a New Transatlantic Marketplace, he says, fits with the fact that the United States and the European Union form the core of the global economy. Keeping its limits and risks in mind, it could provide the relationship with a new foundation for the 21st century.
