La lutte contre la pauvreté est devenue l'axe central des politiques économiques en Afrique subsaharienne et la décentralisation apparaît comme le système de gouvernance le plus adapté. Mais rares sont les collectivités urbaines qui disposent de politiques pro-pauvres. Il est admis que l'incidence de la pauvreté urbaine est basse et que la relance des économies locales suffit à créer des emplois décents au profit des pauvres. S'appuyant sur de nouveaux cadres d'analyse, cette thèse montre que l'incidence de la pauvreté est de 34,4 pour cent dans les collectivités urbaines du Burkina Faso, l'accès de 60 pour cent des actifs urbains à des emplois décents est nécessaire pour réduire de moitié l'incidence de la pauvreté, les marchés du travail locaux ne seront pas en mesure de relever un tel défi sans des politiques pro-pauvres, les collectivités urbaines disposent d'atouts au plan financier et en matière de démocratie locale pouvant leur permettre de mettre en oeuvre des politiques pro-pauvres.

Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged.
