Analysis of Latin America's economy focusing on development, covering the colonial roots of inequality, boom and bust cycles, labor markets, and fiscal and monetary policy. Latin America is richly endowed with natural resources, fertile land, and vibrant cultures. Yet the region remains much poorer than its neighbors to the north. Most Latin American countries have not achieved standards of living and stable institutions comparable to those found in developed countries, have experienced repeated boom-bust cycles, and remain heavily reliant on primary commodities. This book studies the historical roots of Latin America's contemporary economic and social development, focusing on poverty and income inequality dating back to colonial times. This volume explores the interactions between economic and political reform in developing countries and eastern Europe. Over the past decade there have been significant moves both towards economic reform - essentially involving a greater role for the market and a lesser role for the state - and political reform, with important steps taken towards democratic forms of government. In some areas political change preceded economic reform (as in much of eastern Europe), while elsewhere economic and political reform have gone hand in hand, often as a result of external pressure. The essays cover a wide range of experience of economic and political reforms, from which some general lessons emerge. The most important one is that political and economic reforms interact in complex ways, with political reform often acting to slow down or even reverse economic reform. Secondly, it is shown that the state has an important role to play in guiding reform and preventing market excesses.

This study documents evidence of a decline trend in the international competitiveness of US industry. The analysis identifies three groups of countries that account for most of the US trade deficit in the 1980s: the surplus countries, Germany and Japan; the East Asian NICs; and the Latin American debtors. In each case the author points to underlying structural problems contributing to the deficit. They call for quite different US policy responses, including microeconomic and industrial policies, incentives to revive productivity, growth and technological innovation, import surcharges, wage increases in the NICs, currency realignments, US capital exports, and debt relief. A pragmatic policy approach, with efforts to open foreign markets, aims to achieve the greatest possible reduction in the trade deficit with the lowest possible cost from macroeconomic adjustments. The author urges the reversal of two adverse trends in his policy strategy: the decline in public sector investment and the decreasing progressivity of the tax code.
