In Southeast Alaska, chum salmon (Oncorhynchus keta) spawn in more than 1,200 streams. The Alaska Department of Fish and Game maintains a standardized survey program to index spawning chum salmon abundance at 87 summer-run and seven fall-run streams. Lower-bound sustainable escapement goals are established for summer-run stocks comprising aggregates of index streams over three broad subregions (Southern Southeast, Northern Southeast Inside, and Northern Southeast Outside) and sustainable escapement goal ranges are established for five fall-run stocks that support directed fisheries (Cholmondeley Sound, Port Camden, Security Bay, Excursion River, and Chilkat River). We reviewed chum salmon escapement goals and recommend that summer-run chum salmon goals continue to be based on the 25th percentiles of historical escapement index counts, primarily due to the uncertainty regarding harvest rates. We recommend reducing the Northern Southeast Inside Subregion lower-bound sustainable escapement goal from 119,000 to 107,000 fish. For fall-run chum salmon stocks, except for the Chilkat River, we also recommend continuing to base escapement goals on the 25th and 75th percentiles of historical escapement index counts, and recommend no changes at this time. Summer-run chum salmon escapement goals were met in four of the past five years in the Southern Southeast and Northern Southeast Outside subregions, and in three of the past five years in the Northern Southeast Inside Subregion. Escapement goals were met for the five fall-run stocks 84% of the time over the past 5 years. The annual common property harvest of chum salmon in Southeast Alaska averaged 6.9 million fish per year since 2007; hatchery-produced fish accounted for an average 85% of that harvest. No Southeast Alaska stocks of chum salmon currently meet the criteria for stocks of concern as defined by the State of Alaska's Policy for Management of Sustainable Salmon Fisheries (5 AAC 39.222).

The Alaska Department of Fish and Game (ADF&G) interdivisional escapement goal review committee (committee) reviewed 41 escapement goals for Pacific salmon Oncorhynchus spp. stocks in Lower Cook Inlet (LCI). Escapement goals were reviewed based on the Policy for the Management of Sustainable Salmon Fisheries (5 AAC 39.222) and the Policy for Statewide Salmon Escapement Goals (5 AAC 39.223) adopted by the Alaska Board of Fisheries into regulation in 2001. All of the existing goals were adopted in 2017, except for 1 chum salmon O. keta stock (McNeil River, adopted 2007) and 2 sockeye salmon O. nerka stocks (Bear and English Bay Lakes, adopted 2001). Except for 2 Chinook salmon O. tshawytscha stocks (Anchor and Ninilchik Rivers) and 4 sockeye salmon stocks (English Bay, Bear, Mikfik, and Chenik Lakes), salmon escapements in LCI are primarily monitored by single or multiple aerial and/or foot surveys of appropriate stream reaches. The resulting escapement indices do not provide absolute abundance estimates suitable for estimating biological escapement goals (BEG). Consequently, all LCI goals are sustainable escapement goals (SEG). There are no escapement goals for coho salmon O. kisutch in LCI. To improve management flexibility and consistency between management areas in Alaska, the committee supported LCI transitioning from stock-specific SEGs for pink (O. gorbuscha, 18 stocks) and chum (12 stocks) salmon to aggregate escapement goals for each of the 3 LCI districts with commercial fisheries targeting these species (Southern, Outer, and Kamishak). ADF&G will continue managing LCI Chinook (3 stocks) and sockeye (8 stocks) salmon using stock-specific SEGs, with 2 Chinook (Anchor and Ninilchik Rivers) and 2 sockeye salmon (Bear and English Bay Lakes) goals changing during this review period.

"This project provides stock assessment information for Southeast Alaska coho salmon (Oncorhynchus kisutch) indicator stocks at Berners River and Hugh Smith Lake. Coho salmon smolt at the Berners River and Hugh Smith Lake are captured, implanted with a coded wire tag (CWT), sampled for age and length, adipose fin clipped, and released unharmed. Concurrent to smolt tagging, a project to collect scales of a known age requires capturing and implanting a CWT into coho salmon fry, later to be recovered as smolt and adults. Returning adult coho salmon are examined for the presence of CWTs, enumerated, and sampled for age, length, and sex. These data are used in combination with estimates of harvest of tagged fish by Alaska Department of Fish and Game port sampling and Mark, Tag and Age Laboratory programs to estimate a variety of parameters for the stocks. These programs, conducted continuously since the 1980s, provide detailed information on long-term population dynamics useful for establishing escapement goals and for managing commercial fisheries that target coho salmon."--Page 1
