Going beyond the mere mapping of the minority situation in South Asia, the essays in this volume explore the modern minority problematique in a democracy as integral to modern state-making processes, recognizing Nation and State as majoritarian concepts. Focusing on the South Asian context, they emphasize minority as a political category. Further, they move away from isolated national frames and explore the minority question as a foreign policy question. These second generation studies by authors who have defined the scholarly discourse on minority rights in the region invite comparative analyses and point towards the necessity of addressing the minority question regionally. The book reveals the limits of the strategy of political liberalism in delivering equality and justice to minority groups. But it also points to a positive shift in the politics of some of the minority communities-a moving away from the politics of difference towards a politics centred on egalitarian claims, and common issues of democratic governance. Some essays examine specific trends of minorities′ rights in countries like India, Pakistan, Bangladesh and Sri Lanka, while others take a more general account of the intellectual trends of minority constitution, the development of the minority discourse and the accommodation of social, political, economic and legal aspects of this section of the population. Picking up where Minorities at Risk left off, Peoples Versus States offers an expanded and updated perspective on ethnic and nationalist conflict throughout the world, as well as efforts to manage it. Ted Gurr surveys the behavior of 275 politically active ethnic groups during the 1990s and pinpoints the factors that encourage the assertion of ethnic identities. Whereas his highly acclaimed 1993 book presented a disturbing picture of spreading ethnic violence, this volume documents a pronounced decline since the early 1990s--a decline attributable, in part at least, to many states abandoning strategies of assimilation and control in favor of policies of pluralism and accommodation. Nonetheless, Gurr identifies some ninety groups as being at significant risk of conflict and repression in the early 21st century. And he cautions that the emerging global regime of principles and strategies governing relations between communal groups and states is far from perfect or universally effective.

Demographic projections make it easy now to imagine a future majority population of color in the United States. Minority Relations: Intergroup Conflict and Cooperation sets forth some of the issues involved in the interplay among members of various racial, ethnic, and sexual minorities. Robert S. Chang initiated the Intergroup Conflict and Cooperation Project and invited historian Greg Robinson to collaborate. The two brought together scholars from different backgrounds and disciplines to engage a set of interrelated questions confronting groups generally considered minorities. This collection strives to stimulate further thinking and writing by social scientists, legal scholars, and policymakers on inter-minority connections. Particularly, scholars test the limits of intergroup cooperation and coalition building. In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States.
