Each year, during the process of crafting our agency budget, KDA also participates in meetings and discussions with the Kansas Water Authority and their budget committee to collaborate for the best utilization of water resources for the state. Last fall during this process, KDA took the opportunity to assess our internal programs and projects funded with State Water Plan Fund (SWPF) resources and we shifted some funding between KDA sub-programs in order to better utilize the funding available. These changes were discussed and submitted to the Kansas Water Authority (KWA), who accepted the submission and provided that version as their official recommendation to the Governor. However, in submitting our agency budget to the Division of Budget, there was a miscommunication between our budget analyst and myself on the correct way to show this information in the state budget system, IBARS. The total amount of funds included in our agency budget from the State Water Plan Fund for FY23 is correct; however, that initial re-allocation of resources was not shown appropriately. Therefore, I am asking that you approve our request for a technical correction of our budget for the following fund/budget units for FY23.
