Yet if the world trading system were designed to facilitate or even reward measures to promote labor standards, poor countries could undertake them without fear. Pursued by both developed and developing countries, they increasingly incorporate labor and environmental issues to prevent a race to the bottom in social regulation and counter-protectionism.
