The COVID-19 pandemic has caused unprecedented disruption worldwide highlighting once again the interdependency of health and socioeconomic development, and the global lack of health systems resilience. Two years into the pandemic, most countries report sustained disruptions across service delivery platforms and health areas with a profound impact on health outcomes. The impact of these disruptions is magnified within marginalized communities and in countries experiencing protracted conflict. There is an urgent need to focus on recovery through investment in the essential public health functions (EPHFs) and the foundations of health systems with a focus on primary health care, and whole-of-government and -society engagement. The aim of this Research Topic is to gather, transfer and promote operationalization of key experiences from COVID-19 to inform global and country level recovery that better promote health; guide policy direction towards building health systems resilience; and thereby ensure economic and social prosperity. Experience with COVID-19 has demonstrated that traditional approaches to health system strengthening have failed to achieve the complementary goals of Universal Health Coverage (UHC) and health security with the divide between the most vulnerable and well-off only widening. Much of what had been learned from previous experiences such as Ebola in West Africa has not been widely applied. This has left health and economic systems vulnerable to 21 st century public health challenges, ranging from conflict and natural disasters to aging demographics and rising rates of non-communicable and communicable diseases and antimicrobial resistance. These challenges require intentional focus and investment as well as whole-of-government and -society engagement with health to build health system resilience. Greater action is needed to prevent the devastating effects of war and conflict on the health of the most vulnerable. This Research Topic will convene the knowledge and practices of leaders in public health, health systems, and humanitarian and development sectors. This is to ensure lessons from COVID-19 inform the recovery agenda and promote sustainable health and socioeconomic recovery for all. Lest we forget and find ourselves again unprepared and vulnerable in the face of an even greater threat.

The World Health Organization declared a global emergency condition due to widespread of COVID-19 across the globe. The present study comprehensively examines the impacts of COVID-19 on GDP, employment, inflation, stock market, externa sector performance and poverty in the context of Sri Lanka. The analysis reveals COVID-19 creates adverse impacts on both GDP and employment in Sri Lanka, despite magnitude of the impacts is significantly lower than that of South Asian average. Apart from that, 'panic buying', interrupted domestic production and distribution and restriction on imports have created an inflationary pressure on the economy led by headline inflation. Moreover, COVID-19 drastically affected Colombo Stock Exchange in Sri Lanka, reporting a historical low in mid-March 2020. External sector performance of Sri Lanka has weakened due to reduced export earnings, tourism receipts and remittances and in turn Sri Lanka rupee has sharply depreciated against major currencies in the world. In addition to major macroeconomic impacts of COVID-19, the study also observed microeconomic impacts of COVID-19 through projecting poverty dynamics under four-way poverty classification. The predictions reveals that there is a greater potential of increasing poverty incidence related to all poverty types (Extreme Poor, Poor and Vulnerable Non-poor) under present pandemic situation. Ultimately, the welfare effect of COVID-19 which will be higher than expected will essentially hinder the long-term economic development process of the country. Therefore, appropriate measures should be taken to regain the economy while controlling the spread of the pandemic.

Focusing on the period from independence in 1948 to the millennium this book is an historical analysis of the process by which Sri Lanka became a model of how a nation with limited resources could nevertheless achieve health indicators on a par with the developed world through the development of a primary healthcare system. In so doing it had to interact and negotiate with global health actors such as the World Health Organization while maintaining its own agency. Based on a close reading of original archival sources it is an in-depth exploration of these questions viewed through a series of case studies which highlight both the successes which contributed to this outcome and the inadequacies of those efforts when seen at the micro level. A primary health care infrastructure is an essential prerequisite for the delivery of preventive health care; how this was developed and delivered to the entire population forms the first substantive chapter. Since the incidence of tuberculosis in a community serves as a marker of a country's achievement in meeting basic needs and establishing social justice there follows an examination of policies to control TB. The most vulnerable group in a nation are its children and they are also the source of a nation's future human capital. Two chapters discuss children's health; firstly the problem of childhood malnutrition and secondly the implementation of the successful immunization programme. Demographic change means a double disease burden of non-communicable diseases alongside communicable diseases and how this considerable challenge is met is the subject of the last chapter. Furthermore these topics enable a discussion of the significance and problems of an international policy transfer to less well-resourced environments.
