There are many sources of greenhouse gas (GHG) emissions within the agricultural sector in Vietnam, including along value chains and within the whole agri-food context. However, because rice production is so important to the country and to emission reductions in agriculture, this report focuses on known actions that can be rapidly upscaled, along with other complementary actions to reduce GHG emissions from rice production systems. The report covers emission reduction pathways in rice. This report assesses agronomic and other options that offer technically and economically feasible pathways to promote low-carbon rice. Some options have been piloted in Vietnam and require significant upscaling at the farm-level. This report considers challenges and practical actions and policy reforms to address these challenges for Vietnam's low-carbon transition (LCT) in rice.

Environmentalists have tended to disparage shifting cultivation (sometimes called 'swidden cultivation' or 'slash-and-burn agriculture') as unsustainable due to its supposed role in deforestation and land degradation. Since the 1960s, Southeast Asia's agricultural sector has experienced phenomenal growth, with increases in production linked to an energy-intensive capitalization of agriculture and the rapid development of agrifood systems and agribusiness. Agricultural intensification and territorial expansion have been key to this process, with expansion of areas under cultivation playing an unusually important role in the transformation of the countryside and livelihoods of its inhabitants. Borneo, with vast tracts of land not yet under crops, has been the epicenter of this expansion process, with rubber and oil palm acting as the spearhead. Indonesia's Kalimantan provinces and the Malaysian states of Sabah and Sarawak have all undergone major changes but the time frames have varied, as have the crops involved. Agricultural expansion in Borneo is both an economic and a political process, and it has brought about profound socio-economic transformations, including deforestation, and development of communication networks. There has also been rapid population growth, much faster than in either Indonesia or Malaysia as a whole, with attendant pressures on employment, housing and social services. Until the end of the 20th century, agricultural expansion in Indonesia and Malaysia was largely state driven, with the goal of poverty reduction. Subsequently, as in Borneo, boom crop expansion has been taken over by private corporations that are driven by profit maximization rather than poverty reduction.

The Mekong Delta of Vietnam is one of the most productive agricultural areas in the world. The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.
