Speaking Private Authority: The Construction of Sustainability in Forests and Fisheries expands upon current understandings of the emergent global phenomenon that is private authority. As private authority is becoming increasingly important in the conduct of global governance, broadening our collective understanding of it will prove beneficial. Roberto J. Flores argues that private actors are not simply outgrowths of existent social structures or material conditions, rather they are purposive agents strategically pursuing an agenda. Therefore, explaining private authority requires an examination of the constitutive elements that underlie this social phenomenon––to which the author applies an analytical framework that combines social network theory with discourse analysis. The author applies these tools to two cases taken from the environmental sector––forests and fisheries—and finds that as environmental politics takes on an increasingly networked character the actors that are best able to generate and wield private authority are those that strategically place themselves in-between networks through the construction of discursive nodal points around which competing actors are forced to converge—at the level of identity. The case studies specifically look at how particular actors leveraged construction of the sustainable development concept in order to strategically place themselves in advantageous positions for exercising private authority.

This book provides a novel approach for understanding and analyzing transnational governance by private authorities. It brings together theoretical and empirical insights by introducing a new master concept: governance generating networks (GGN). These networks comprise three structural elements: (1) nodes of design, where global standards are developed; (2) forums of negotiation, where stakeholders discuss and negotiate the standards; and (3) sites of implementation, where global rules are transferred into concrete practices on the ground. This concept captures both transnational processes and local practices that take place in the sites of implementation, involving local actors and stakeholders as they react and adjust to the new global standards. The book focuses on forest governance through the Forest Stewardship Council (FSC) certification scheme, investigating implementation of FSC standards in Russia. Using several case studies in which the GGN concept is used as an analytical tool, this study assesses how global governance through the FSC contributes to forest governance in Russia, and to what extent it fills an institutional void by giving voice to private actors and enabling them to foster sustainable forest management. Scholars of political science, sociology, and related disciplines as well as practitioners, such as NGO activists, company representatives, FSC experts, managers and auditors, will find valuable insights, both theoretical and empirical, in this empirically rich and theoretically innovative study.

The essays in this volume consider issues at the intersection of freedom of expression and racial, cultural, and gender diversity. The claims of those whose cultures and beliefs differ from our own are no longer the exclusive province of diplomats, as the Danish newspaper that published cartoons ridiculing Mohammed quickly learned. Negotiating the claims of freedom of expression as they come into open conflict with a wide diversity of viewpoints, both domestically and internationally, has become an increasingly complex task. The present volume seeks both to provide fresh insight into the philosophical grounds for limiting government restriction of expression and to address current tensions between freedom of expression and pluralism. The suppression of ideas by government is no doubt as old as government itself. Ideas help to keep governments in power, and opposing ideas can help them to lose it. As well, through most of the history of the world, the belief that some know b- ter than others what is true, what is right, and what is valuable has been sufficiently widespread to make it seem natural for those betters to dictate for the rest what they should believe. Just as clerics did not hesitate to dictate to their congregations, Christians did not hesitate to impose their beliefs on non-Christians in order to save their souls.
