This study looks beyond the tragic events of 11 March 2004 to uncover the greater Spanish strategic culture that motivates and influences Spain's political elites. By examining the interaction between Spanish conservatives and liberals, discerning the Spanish strategic culture will allow for a greater understanding of the foreign policy implications to both the Spanish-US relationship and Spanish-EU integration after the Madrid bombings. By understanding how Spanish elites make decisions on the utilization of military force with respect to NATO operations and European Union security, this thesis first demonstrates the strategic preferences of the Spanish elites. Secondly, this thesis shows that the collective identity of Spanish elites seeks further influence in regional and global policymaking. Lastly, this thesis reveals that Spain is in a unique position to develop a strong bilateral relationship with the US while furthering its integration with the EU but is unwilling to support the furthering of integration at expense of Spanish national interests. Uncovering the Spanish strategic culture will provide a possible generalization to whether this event will lead to a shift in the Spanish strategic culture or open a new chapter in the transatlantic relationship. This thesis suggests that the bombings will not redefine the strategic culture of Spain but reinforce Spain's commitment against international terrorism. This commitment will help shape the EU's cooperation and direction on dealing with international terrorism.

In 1982, Spain became the first nation in more than a quarter of a century to join the North Atlantic Treaty Organization (NATO). This historic event, however has not silenced discussion on the implications of Spanish membership for the future of this security alliance. This exams the benefits accruing to the alliance as a result of Spanish membership. From the military standpoint, Spanish ground, naval, and air forces will moderately increase NATO strength. Spanish territory adds substantially to NATO's rear area for conventional war-fighting purposes. Other gains are longer-range and more geopolitical in nature; possible improved relations with the Middle East, North Africa, and Latin America; a bolstering of the impage of NATO as a viable alliance; and new strategic options for NATO planners. On the other hand, were Spain to withdraw from the alliance -- perhaps as a result of Spanich politics -- the damage may outweigh the gains offered by NATO's "sixteenth nation."

Since the death of General Franco in 1975, Spain has emerged from relative isolation to play an active role in international affairs. Membership of the European Union and Nato have been keys to Spain's new prominence, although the country has also tried to build on its traditional "special relationships" with Latin America and the Arab world. This is the first thorough study of democratic Spain's re-emergence on the international scene. By focusing on the relationship between external relations and domestic policy the book makes an important contribution to the literature on democratisation, as well as showing how Spanish foreign policy evolved between the mid-1970s and mid-1990s. While the book focuses on democratic Spain, its revisionist view of democratic transitions is of more general relevance. Democratization is seen as an integral process involving related, though not simultaneous changes in domestic policy and external relations. Only with the transformation of her external relations did Spain's new democracy finally become consolidated. This book will be required reading for students of Spanish politics and will also be useful to those interested in the process of democratization.
