He examines air defense philosophy, Soviet small arms, the SA-7 and the ZSU-23-4 at the Soviet battalion level. Although there are several vulnerabilities which can be exploited, the author concludes that the primary threat to helicopters is the Soviet ZSU-23-4. Changes to current U.S. antitank helicopter training and tactics are recommended in order to enhance the helicopter vs. tank kill ratio. (Author).

In view of current Soviet emphasis on armed helicopters, is there a need for an air-to-air defensive weapon system for U.S. attack helicopters? The Soviet Union is moving into the area of helicopter employment with a great deal of enthusiasm over a relatively short period of time. Doctrinally: the Soviets have emphasized "airborne operations to the rear of enemy forces. This doctrine remains valid, with emphasis being placed on airmobile operations rather than on parachutists. An advanced attack helicopter that is designed for antitank operations has been introduced into the Soviet inventory. This attack helicopter is armed with additional weapon systems. European weather phenomena will provide excellent periods during which attack helicopters can be employed. Past tests and experiments have proved that detection of helicopters by high-performance aircraft would be extremely difficult even during periods of unlimited ceilings and visibility. Weather data compiled in Europe indicate that prolonged periods of ceilings of less than 1,000 feet occur frequently. U.S. and Soviet doctrine is focused on using weather as a means of increasing the survivability of attack helicopters. During periods in which ceilings are reduced, attack helicopters from the United States and the USSR will operate on the battlefield. The tactics which will be employed by both nations will be similar. In addition the basic characteristics of the helicopters will be the same. These aircraft will be capable of moving over the same terrain and performing the same maneuvers. Only within the area of weapon systems does an obvious gap exist. The gap that currently exists in the area of air-to-air defense for attack helicopters must be filled if the US is to continue its lead in attack helicopter operations.

Both the United States, the Soviet Union and their respective allies have placed a great emphasis on Armored and Mechanized formations as the key to winning a major conflict on a modern battlefield. It is a well recognized fact that the Soviet Union and her Warsaw Pact Allies have a great numerical superiority over the US and NATO forces in these types of equipment. The delay, disruption, and/or destruction of these armored forces has consequently become a paramount concern to US operational planners. The attack helicopter has shown itself to be a formidable force against mechanized forces in war games and operational tests conducted by both the East and the West. First, this thesis traces the historical development of the attack helicopter and looks at recent military conflicts where it has been used as in effective offensive weapon. From these conflicts, an analysis of both the efficacy and the shortcomings of the attack helicopter as a weapon system has been performed. Secondly, the thesis examines US attack helicopter doctrine as it might be employed against Soviet and/or Soviet type forces in the context on Soviet ground and air defense systems, which are recognized to be qualitatively and quantitatively superior to those of the US. The examination of Soviet air defenses against helicopters raises many questions as to whether or not US attack helicopters can survive on the modern AirLand Battlefield.

This monograph examines the requirements for a dedicated aviation unit designed to destroy enemy attack helicopters. The ability of Soviet helicopters to impede and destroy friendly ground forces has created a new problem for Army leaders. Recognition of this problem has led to a search for countermeasures. This monograph concentrates on the means of conducting counterair operations at the tactical level of warfighting. The Soviet attack helicopter threat is discussed to demonstrate the importance of the attack helicopter to Soviet operations. The organization, capabilities, survivability, and logistical constraints of Soviet helicopter forces are presented. The Soviet philosophy concerning offensive air-to-air combat is discussed. The monograph examines the weapon systems designed to defeat the Soviet helicopter threat. The combination of ground based air defense systems and fighter aircraft are analyzed as to the degree of protection they provide to friendly forces. The major problems inherent to these air defense weapons are discussed. A determination on the feasibility of these air defense systems is based on recent tests and historical combat experience. The capabilities of Army aviation units conducting aerial combat are examined.
