How ought scholars and students to approach the rapidly expanding and highly multidisciplinary study of international economic law? Academics in the field of international political economy used to take for granted that they worked with the overarching concepts of rules and governance, while legal scholars analyzed treaties and doctrines. However, over the past twenty years formerly disparate fields of study have converged in a complex terrain, where academic researchers and governmental policy analysts use a pluralistic set of theoretical and methodological tools to study the ongoing development of international economic law. This volume argues that the extensive development of international economic law makes it impossible to discuss international political economy and international law as if they were mutually exclusive processes, or even as if they were separate and mutually reinforcing. This book offers a skilled arms-length evaluation, from a legal perspective, of the main criticisms that have been leveled recently at the key global economic organizations – that is, the International Monetary Fund (IMF), the World Bank and its fellow multilateral developmental banks (MDBs), and the World Trade Organization (WTO). THE FUTURE OF THE GLOBAL ECONOMIC ORGANIZATIONS stands out from most of the growing body of literature on the IMF, MDBS, and the WTO in two main respects: the book’s scope and the author’s experience. Whereas numerous commentators have focused on particular strengths and weaknesses of one or the other of the GEOs, and have argued for changes on the basis of specific areas of operation, this book takes a wider view to examine all the GEOs at once. This broader scope reveals commonalities in the criticisms. For example, complaints about so-called “democracy deficit” obviously can be applied to all GEOs but with different nuances in emphasis and sting. Now in paperback—with a new preface by the author Americans have long been protective of the country's sovereignty—all the way back to George Washington who, when retiring as president, admonished his successors to avoid “permanent” alliances with foreign powers. Ever since, the nation has faced periodic, often heated, debates about how to maintain that sovereignty, and whether and when it is appropriate to cede some of it in the form of treaties and the alliances about which Washington warned. As the 2016 election made clear, sovereignty is also one of the most frequently invoked, polemical, and misunderstood concepts in politics—particularly American politics. The concept wields symbolic power, implying something sacred and inalienable: the right of the people to control their fate without subordination to outside authorities. Given its emotional pull, however, the concept is easily high-jacked by political opportunists. By playing the sovereignty card, they can curtail more reasoned debates over the merits of proposed international commitments by portraying supporters of global treaties or organizations as enemies of motherhood and apple pie. Such polemics distract Americans from what is really at stake in the sovereignty debate: the ability of the United States to shape its destiny in a global age. The United States cannot successfully manage globalization, much less insulate itself from cross-border threats, on its own.
