"North Dakota's 2009 Legislature enacted Senate Bill No. 2223, which directed the North Dakota Department of Transportation (NDDOT) to develop two public transportation coordination pilot projects. Related goals included providing cost-effective and efficient transit services, reducing service fragmentation and duplication, developing standards for service providers, and increasing the personal mobility of the state's residents. This report presents findings and recommendations relative to related implementations in North Dakota's south central and west central regions ... In addition to Senate Bill No. 2223's prescriptions regarding transit coordination, there are also federal mandates. This report presents 22 recommendations that are designed to satisfy both state and federal coordination requirements. These recommendations, as summarized on the final page of this executive summary, also include several best practices initiatives that would increase operating and administrative efficiencies in North Dakota's transit industry. This report's recommendations are consistent with related studies undertaken by the National Conference of State Legislatures ... This report's recommendations regarding coordination put structures and planning processes in place that will facilitate regional and local decision making. It is hoped these structures will bring the right people together to make informed decisions concerning the provision and coordination of future transit services. It is important to note, however, that these recommendations do not prescribe what levels of service should be provided.
