Though most people in the Northern Territory drink alcohol at levels that cause few adverse effects, the Territory experiences the highest rates in Australia of alcohol related deaths, alcohol-related burdens of disease, and risky drinking behaviours, and it contributes significantly to local incidents of road deaths, emergency department presentations, and violence. In response, the Northern Territory Government has appointed an independent Expert Advisory panel to undertake a review of current alcohol policies and legislation, including their implementation and effectiveness, the applicability of best practice alcohol policies from other places, and the development of an evidence-based alcohol harm reduction framework. This report presents the findings of this review and recommendations for a long-term and coordinated whole of government approach. Topics include the Liquor Act, liquor licences and density of outlets, responsible service of alcohol, taxation, point of sale interventions, community patrols, Foetal Alcohol Spectrum Disorder (FASD), alcohol and drug education programs in schools, treatment and harm management, Alcohol and Other Drugs Courts, Drinking Spots, Managed Alcohol Programs (Wet Houses), and Sobering Up Shelters.

Burden of disease estimates based on current health and alcohol consumption data are integral in conceptualising the impact of alcohol on the Australian community. Such estimates are needed to assess changing trends of harm in the community related to drinking, and enable comparison of the burden of alcohol across different diseases and injuries. The present report utilises the most up to date methodology for estimating alcohol-related harm and beneficial effects and included data on consumption statistics for Australia in 2010. This includes application of the latest methods to determine alcohol consumption distribution in population and compensation for underreporting of alcohol consumption in national surveys, and for the first time reports jurisdictional differences in both alcohol consumption and alcohol-related harms across all Australian states and territories.
