Instead, as need arose, a 25 cent assessment was made on members. No definite membership list was kept in these early days. However, in 1931, it claimed over 1200 members, with some of them scattered across the country. All of the work was done on a volunteer basis. This proved inadequate. In order to expand the work, members were asked to help by paying a assessment, but any contribution was welcomed. In 1934, the council set the dues at a year, at a time of economic stress.
