Like many organizations and social movements, the Third Republic French labour movement exhibited a marked tendency to schism into competing sectarian organizations. During the roughly 50-year period from the fall of the Paris Commune to the creation of the powerful French Communist Party, the French labour movement shifted from schism to broad-based solidarity and back to schism. In this 2001 book, Ansell analyses the dynamic interplay between political mobilization, organization-building, and ideological articulation that produced these shifts between schism and solidarity. Most countries, developed and developing, are fiscally decentralized with regional and local governments of varying importance. In many of these countries, some of these sub-national governments differ substantially from others in terms of wealth, ethnic, religious, or linguistic composition. This book considers how fiscal arrangements may strengthen or weaken national solidarity and the effectiveness with which public services are provided. In particular, the nation's ability to cope with changes created by decentralization is explored. Through a series of case studies, the countries of Belgium, Bosnia and Herzegovina, Canada, China, Germany, India, Indonesia, the Philippines, Russia, Spain and Switzerland are examined with an eye to how their public finances are structured and how these arrangements act to promote equilibrium or turmoil in the nation state. This is the first detailed consideration of the link between asymmetry and intergovernmental finance, as well as the first detailed study of how asymmetrical fiscal arrangements work in practice in a variety of different countries. Work is widely thought to have become more precarious. Many people feel that unions represent the interests of protected workers in good jobs at the expense of workers with insecure employment, low pay, and less generous benefits. Reconstructing Solidarity: Labour Unions, Precarious Work, and the Politics of Institutional Change in Europe argues the opposite: that unions try to represent precarious workers using a variety of creative campaigning and organizing tactics. Where unions can limit employers' ability to 'exit' labour market institutions and collective agreements, and build solidarity across different groups of workers, this results in a virtuous circle, establishing union control over the labour market. Where they fail to do so, it sets in motion a vicious circle of expanding precarity based on institutional evasion by employers. Ieconstructing Solidarity examines how unions build, or fail to build, inclusive worker solidarity to challenge this vicious circle and to re-regulate increasingly precarious jobs. Comparative case studies from fourteen European countries describe the struggles of workers and unions in industries such as local government, retail, music, metalworking, chemicals, meat packing, and logistics. Their findings argue against the thesis that unions act primarily to protect labour market insiders at the expense of outsiders.
