In the last few decades, Southeast Asia has become generally more peaceful and more prosperous, with progress in economic development, regional cooperation and integration. ASEAN in particular plays a leading role within and beyond the region in promoting multilateral cooperation in both security and economic matters. All these developments progress amid increasing hegemonic competition between the US and China for regional dominance in the Asia-Pacific region. According to the realist viewpoint of international politics, Southeast Asian states can do nothing but choose sides at the expense of international political autonomy in order to maintain their national interests. Tang argues, however, that in fact there exists an opportunity for Southeast Asian states to simultaneously reinforce their military security, economic development and international political autonomy in face of the US-China hegemonic competition. Drawing on the ideas of power transition theory and recent works of capitalist peace, Tang argues that small states can exploit the competition between great powers to make economic gains and ensure security while maintaining their autonomy. He outlines the necessity of cooperation among these small states and of economic liberalization for the effectiveness of this reinforcing dynamics, applying policy and econometric analyses to a wide range of qualitative and quantitative data.

In East Asia, the United States is often acknowledged as a key determinant of stability given its military presence and role as a security guarantor. In the post-Cold War period, regional uncertainties about the potential dangers attending a rising China have led some analysts to conclude that almost all Southeast Asian states now see the United States as the critical balancing force. In contrast, based on case studies of Thailand, Singapore, and Vietnam, this study argues that key states in the region do not perceive themselves as having the stark choices of either balancing against or bandwagoning with China. Instead, they pursue hedging strategies that comprise three elements: indirect balancing, which mainly involves persuading the United States to act as counterweight to Chinese regional influence; complex engagement of China at the political, economic, and strategic levels, with the hope that Chinese leaders may be socialized into conduct that abides by international norms; and a more general policy of enmeshing a number of regional great powers in order to give them a stake in a stable regional order. The study also investigates each state?s perceptions of the American role in regional security and discusses how they operationalize their hedging policies against a potential U.S. drawdown in the region, as well as the different degrees to which they use their relationships with the United States as a hedge against potential Chinese domination. Finally, it discusses these states? expectations of what the United States should do to help in their hedging strategies toward China, suggesting a range of policies that span the military as well as political, diplomatic, and economic realms. This is the sixteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

" Southeast Asia has become a hotbed of strategic rivalry between China and theUnited States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. Taking an inter-disciplinary approach, Spruyt explains the political organization of three non-European international societies from early modernity to the late nineteenth century. The Ottoman, Safavid and Mughal empires; the Sinocentric tributary system; and the Southeast Asian galactic empires, all which differed in key respects from the modern Westphalian state system. In each of these societies, collective beliefs were critical in structuring domestic orders and relations with other polities. These multi-ethnic empires allowed for greater accommodation and heterogeneity in comparison to the homogeneity that is demanded by the modern nation-state. Furthermore, Spruyt examines the encounter between these non-European systems and the West. Contrary to unidirectional descriptions of the encounter, these non-Westphalian polities creatively adapted to Western principles of organization and international conduct. By illuminating the encounter of the West and these Eurasian polities, this book serves to question the popular wisdom of modernity, wherein the Western nation-state is perceived as the desired norm, to be replicated in other polities.

Traditionally, stability in Asia has relied on America's bilateral alliances with Japan, Australia, and the Republic of Korea. Yet in recent years, emergent and more active multilateral forums--such as the Six-Party Talks on North Korea and the East Asia Summit--have taken precedence, engendering both cooperation and competition while reflecting the local concerns of the region. This edited volume critically examines the concept of the “security dilemma” and applies it to India–China maritime competition. Though frequently employed in academic discussion and popular commentary on the Sino-Indian relationship, the term has rarely been critically analysed. The volume addresses the gap by examining whether the security dilemma is a useful concept in explaining the naval and foreign policy strategies of India and China. China’s Belt and Road Initiative and its expansive engagement in the Indian Ocean Region have resulted in India significantly scaling up investment in its navy, adding ships, naval aircraft and submarines. This volume investigates how the rivalry is playing out in different sub-regions of the Indian Ocean, and the responses of other powers, notably the United States and prominent Southeast Asian states. Their reactions to the Sino-Indian rivalry are an underexplored topic and the chapters in this book reveal how they selectively use that rivalry while trying to steer clear of making definite choices. The book concludes with recommendations on mitigating the security dilemma. Chinese behavior in Southeast Asia and the growth of Chinese military capabilities have aroused apprehension among countries of the Association of Southeast Asian Nations (ASEAN). How they react to a "rising China" could have major implications for U.S. interests, military requirements, and the USAF posture in the region. This study examines the implications of a rising China for U.S. security strategy and defense planning in Southeast Asia. In particular, it addresses the following questions: what role are the ASEAN states likely to play in developing a hedge against the possible emergence of an overtly aggressive China? If China emerges as a hostile competitor, are the ASEAN states likely to contribute to a United States-led effort to deter or oppose a Chinese challenge to regional security?
