Excerpt from Seventh Report of the Board of Directors and Officers of the California Institution for the Education of the Deaf and Dumb, and the Blind, to the Governor of the State of California, for the Two Years Ending Sept. 30, 1867 During the last two years a warm discussion has been carried On in various prominent journals at the East, elicited by the pro posed introduction into American schools for the deaf and dumb of this method. The measure has found most earnest advocates. Because these advocates are, without exception we believe, men practically unacquainted with the present modes in vogue among deaf mute instructors is no conclusive argument that they are wrong. Neither is an isolated case or two of successful articula tion conclusive evidence that they are right. The discussion has now culminated in what we have long desired to see, the estab lishment of a school, at Northampton, Mass, where the system is to be tried under the auspices of those who ardently believe in the practability of teaching articulation. We need no further argument, but rather a comparison of results, not between Ger many and America where the results are obtained in diverse lan guages, and translated into the exaggerated hyperboles of inex perienced visitors, but between Northampton and Hartford or New York, where pupils educated in the use of a common language can be brought face to face, in the presence Of professional experts. Let the test be for mental development, and not for parrot utter ances, and if that test prove the superiority of the German system over the American, we can assure the able Chairman-of the Massa chusetts Board of State Charities, that no professional pride will prevent the speedy introduction of that system into the California school for the deaf and dumb. This book explores the political, legal, medical, and social battles that led to the widespread institutionalization of Californians with disabilities from the gold rush to the 1970s. By the early twentieth century, most American states had specialized facilities dedicated to both the care and the control of individuals with disabilities. Institutions reflect the lived historical experience of many Americans with disabilities in this era. Yet we know relatively little about how such state institutions fit into specific regional, state, or local contexts west of the Mississippi River; how those contexts shaped how institutions evolved over time; or how regional institutions fit into the USA’s contentious history of care and control of Americans with mental and developmental disabilities. This book examines how medical, social, and political arguments that individuals with disabilities needed to be institutionalized became enshrined in state law in California through the creation of a “bureaucracy of disability.” Using Los Angeles County as a case study, the book also considers how the friction between state and county policy in turn influenced the treatment of individuals within such facilities. Furthermore, the book tracks how the mission and methods of such institutions evolved over time, culminating in the 1960s with the birth of the disability rights movement and the complete rewriting of California’s laws on the treatment and rights of Californians with disabilities. This book is a must-read for those interested in the history of California and the American West and for anyone interested in how the intersections of disability, politics, and activism shaped our historical understanding of life for Americans with disabilities.

Excerpt from Twenty-First Report of the Board of Directors and Officers of the California Institution for the Education of the Deaf and Dumb, and the Blind: For the Twenty-Four Months Ending June 30, 1894 The principal improvement made during the last two years has been the erection of a new edifice for a boys' home. This structure was ren dered necessary by the crowded Condition of the other dormitories, and by the constant increase of pupils. This edifice is now completed in all details, and at a cost within the appropriation made by the Legislature. No provision was made for furnishing this building. A few hundred dollars, remaining from the building fund, have been employed for that purpose; but a large part of the room will not be available until a fur ther appropriation is made for the interior. The work of instruction has been prosecuted during the last two years to the great satisfaction of the Board of Directors. Classes are gradu ated at the close of each scholastic year, and their equipment is believed to be as good as is furnished at any similar institution in the country. There is urgent need that some further provision should be made for manual training. The limited facilities, now taxed to the utmost, are far below the requirements of the institution. The carpenter shop and the printing office are school-rooms for industrial education. The facili ties in these departments ought to be greatly increased. Elementary instruction in other trades might well be embraced in plans for the future. The water supply for the institution is still a matter of grave concern. A persistent effort has been made to develop sufficient water on' the grounds by means of tunnels and wells. A permanent increase of water ought to be secured to the extent of gallons daily. The water fund was long ago exhausted, and nothing further can be done in that direction until an appropriation has been made for that purpose. The amounts set forth by the Principal for the support of the institution, and for improvements during the next two years, having been carefully examined and approved by the Board of Directors, they are hereby made a part of this report. For a more detailed statement of the work of the institution, its condition and requirements, reference is made to the Principal's report, which, with the Report of the Board of Directors, is herewith respectfully submitted.
