Popular representations of the Vietnam War tend to emphasize violence, deprivation, and trauma. By contrast, in Armed with Abundance, Meredith Lair focuses on the noncombat experiences of U.S. soldiers in Vietnam, redrawing the landscape of the war so that swimming pools, ice cream, visits from celebrities, and other "comforts" share the frame with combat. To address a tenuous morale situation, military authorities, Lair reveals, wielded abundance to insulate soldiers--and, by extension, the American public--from boredom and deprivation, making the project of war perhaps easier and certainly more palatable. The result was dozens of overbuilt bases in South Vietnam that grew more elaborate as the war dragged on. Relying on memoirs, military documents, and G.I. newspapers, Lair finds that consumption and satiety, rather than privation and sacrifice, defined most soldiers' Vietnam deployments. Abundance quarantined the U.S. occupation force from the impoverished people it ostensibly had come to liberate, undermining efforts to win Vietnamese "hearts and minds" and burdening veterans with disappointment that their wartime service did not measure up to public expectations. The 2004 revelations of detainee maltreatment at the Abu Ghraib prison outside of Baghdad, Iraq have led to an exhaustive overhaul of Army doctrine and training with respect to this topic. The Army has identified disconnects in its individual, leader, and collective training programs, and has also identified the absence of a deliberate, focused doctrinal crosswalk between the two principal branches concerned with detainees, Military Intelligence (MI) and Military Police (MP). These problems and their consequences are real and immediate. The perceptions of just treatment held by citizens of our nation and, to a great extent the world at large, have been and are being shaped by the actions of the US Army, both in the commission of detainee maltreatment but also, and more importantly, in the way the Army addresses its institutional shortcomings. This study examines the relationship over time between doctrine in two branches of the Army Military Police (MP) and Military Intelligence (MI) and the Geneva Convention Relative to the Treatment of Prisoners of War (GPW). Specifically, it analyzes the MP detention field manual series and the MI interrogation field manual series to evaluate their GPW content. It also further examines the relationship of military police and military intelligence to each other in the enemy prisoner-of-war (EPW) and detainee operations environment, as expressed in their doctrinal manuals. Finally, the study looks at the Army's experience in detainee operations through the prism of six conflicts or contingency operations: the Korean War, Vietnam, Operation URGENT FURY (Grenada, 1983), Operation JUST CAUSE (Panama, 1989), Operation DESERT STORM (Iraq, 1991), and Operation UPHOLD DEMOCRACY (Haiti, 1994).

Of the many facets of the American war in Southeast Asia debated by U.S. authorities in Washington, by the military services and the public, none has proved more controversial than the air war against North Vietnam. The air war s inauguration with the nickname Rolling Thunder followed an eleven-year American effort to induce communist North Vietnam to sign a peace treaty without openly attacking its territory. Thus, Rolling Thunder was a new military program in what had been a relatively low-key attempt by the United States to win the war within South Vietnam against insurgent communist Viet Cong forces, aided and abetted by the north. The present volume covers the first phase of the Rolling Thunder campaign from March 1965 to late 1966. It begins with a description of the planning and execution of two initial limited air strikes, nicknamed Flaming Dart I and II. The Flaming Dart strikes were carried out against North Vietnam in February 1965 as the precursors to a regular, albeit limited, Rolling Thunder air program launched the following month. Before proceeding with an account of Rolling Thunder, its roots are traced in the events that compelled the United States to adopt an anti-communist containment policy in Southeast Asia after the defeat of French forces by the communist Vietnamese in May 1954.
