"In the 1990s, an academic interest aroused from certain quarters to locate the Congress Party in the context of the three trends in Indian politics like Mandal, Mandir and Market. This study focuses on the policies and strategies of the Congress in relation to its emphasis on the role of the developmental state and its transition towards market-oriented development in the 1990s. The Congress Party, which developed an intrinsic relationship between the developmental state and market for its mobilization, strength and domination in Indian politics over a period of time, was at the receiving end of the crisis. Since the market-oriented economic reforms attacked the developmental state, it contributed to the de-institutionalization of the party. By shifting the developmental strategy from the state-oriented to a market-oriented one, great harm has been done to the Congress Party and its legitimacy over Indian politics. During the second generation reforms under the BJP-led NDA government, the Congress Party underwent a process of introspection and reiteration. Then, it realized that the policies of socialism and social justice, which were anathema for it during the economic reforms under the Rao regime, have the potentiality to mobilize the alienated social groups and thereby reinvent its space in Indian politics."

Globalizing Human Rights explores the complexities of the role human rights played in U.S.-Soviet relations during the 1970s and 1980s. It will show how private citizens exploited the larger effects of contemporary globalization and the language of the Final Act to enlist the U.S. government in a global campaign against Soviet/Eastern European human rights violations. A careful examination of this development shows the limitations of existing literature on the Reagan and Carter administrations’ efforts to promote internal reform in USSR. It also reveals how the Carter administration and private citizens, not Western European governments, played the most important role in making the issue of human rights a fundamental aspect of Cold War competition. Even more important, it illustrates how each administration made the support of non-governmental human rights activities an integral element of its overall approach to weakening the international appeal of the USSR. In addition to looking at the behavior of the U.S. government, this work also highlights the limitations of arguments that focus on the inherent weakness of Soviet dissent during the early to mid 1980s. In the case of the USSR, it devotes considerable attention to why Soviet leaders failed to revive the international reputation of their multinational empire in face of consistent human rights critiques. In the Post-Cold War era, US nuclear foreign policies towards India witnessed a major turnaround as a demand for ‘cap, reduce, eliminate’ under the Clinton administration was replaced by the implementation of the historic ‘civil nuclear deal’ in 2008 by Bush, a policy which continued under Obama’s administration. This book addresses the change in US nuclear foreign policy by focusing on three core categories of identity, inequality, and great power narratives. Building upon the theoretical paradigm of critical constructivism, the concept of the ‘state’ is problematised by focusing on identity-related questions arguing that the ‘state’ becomes a constructed entity standing as valid only within relations of identity and difference. Focusing on postcolonial principles, Pate argues that imperialism as an organising principle of identity/difference enables us to understand how difference was maintained in unequal terms through US nuclear foreign policy. This manifested in five great power narratives constructed around peace and justice; India-Pakistan deterrence; democracy; economic progress; and scientific development. Identities of ‘race’, ‘political economy’, and ‘gender’, in terms of ‘radical otherness’ and ‘otherness’ were recurrently utilised through these narratives to maintain a difference enabling the respective administrations to maintain ‘US’ identity as a progressive and developed western nation, intrinsically justifying the US role as an arbiter of the global nuclear order. A useful work for scholars researching identity construction and US foreign and security policies, US-India bilateral nuclear relations, South Asian nuclear politics, critical security, and postcolonial studies.
