La crisis del modelo económico y del tipo d Estado, que afectó a los países latinoamericanos durante los años ochenta, generó primero políticas de ajuste y estabilización y luego una reestructuración profunda de las economías, las sociedades y el Estado. Las políticas de ajuste y de estabilización supusieron recortes en el gasto estatal y recesión económica y ambos fenómenos afectaron al gasto social en general y, a la seguridad social en particular. Salarios reales a la baja, crecimiento de la desocupación, menor capacidad de generar empleo y altas tasas inflacionarias, alteraron a la seguridad social, que se sustenta sobre cuotas. El objetivo central de este libro es conocer y evaluar, las características y alcances de la reforma del Instituto Mexicano del Seguro Social, a la luz de las reformas instrumentadas en América Latina, en este sentido hacemos referencia explícita a lo acontecido en Chile, en Estados Unidos y en Colombia. Analizamos de estas reformas dos aspectos, la salud y las pensiones. Evaluamos el impacto en cuanto a: modalidades de financiamiento y su correspondencia con la inversión y el ahorro interno.
