This book explores the unintended consequences of security governance actions and explores how their effects can be limited. Security governance describes new modes of security policy that differ from traditional approaches to national and international security. While traditional security policy used to be the exclusive domain of states and aimed at military defense, security governance is performed by multiple actors and is intended to create a global environment of security for states, social groups, and individuals. By pooling the strength and expertise of states, international organizations, and private actors, security governance is seen to provide more effective and efficient means to cope with today’s security risks. Generally, security governance is assumed to be a good thing, and the most appropriate way of coping with contemporary security problems. This assumption has led scholars to neglect an important phenomenon: unintended consequences. While unintended consequences do not need to be negative, often they are. The CIA term "blowback," for example, refers to the phenomenon that a long nurtured group may turn against its sponsor. The rise of al Qaeda, which had benefited from US Cold War policies, is only one example. Raising awareness about unwanted and even paradoxical policy outcomes and suggesting ways of avoiding damage or limiting their scale, this book will be of much interest to students of security governance, risk management, international security and IR. Rebel groups exhibit significant variation in their treatment of civilians, with profound humanitarian consequences. This book proposes a new theory of rebel behavior and cohesion based on the internal dynamics of rebel groups. Rebel groups are more likely to protect civilians and remain unified when rebel leaders can offer cash payments and credible future rewards to their top commanders. The leader's ability to offer incentives that allow local security to prevail depends on partnerships with external actors, such as diaspora communities and foreign governments. This book formalizes this theory and tests the implications through an in-depth look at the rebel groups involved in Liberia's civil war. The book also analyzes a micro-level dataset of crop area during Liberia's war, derived through remote sensing, and an original cross-national dataset of rebel groups.

When local institutions and government structures have not been able to prevent the escalation of conflicts, external actors have intervened to restore law and order and to stabilise the situation. The international community has pursued an increasingly interventionist agenda with the legitimation of intervention by external actors with a view to developing and strengthening local governance. The recognition of the importance of this global-local interplay has been accompanied by a greater awareness of the interdependence and interconnectedness of international, regional and national security. Globalising forces and the existence of glocal governance processes mean that external interventions have become governance bridges with multifaceted implications at both the international and local levels. A unique implication of this state of affair is the increasing interest paid by states and international organisations in weak and failing states. Indeed, our globalised condition means that the international community has been led to intervene in areas where governance was such that it posed a threat to international peace and security. There has been an increasing interest in restoring governance and fostering ‘good governance’ or ‘good enough governance’. Interventions have taken place at the political and economic levels through the World Bank and IMF but in a large number of cases, interventions have focused on security and the reform of the security sector as means to achieve good governance and to deal with threats to peace and security. In this context, a number of scholars have turned their attention to the interplay between governance and security and security governance’ as a new area of concern. The term governance has been the subject of numerous critiques for being unclear and analytically useless. Likewise, the term security is essentially contested. As a result, the concept of security governance is still lacking a clear and consensual definition and remains a matter of debate. Based on an analysis of the concepts of governance and security, this book explores and defines what is commonly called security governance.

Abstract: The prevalence of civil wars especially after the end of the Cold War led to the rise of rebels who control parts of national states in the absence or weakness of the central government. Therefore, scholars who are interested in studying civil wars started to give more attention to how these rebels function after controlling a territory. It is substantial to study rebels who govern since they influence the post conflict peace-building. This study aimed at exploring the different factors that contribute to the sustainability of rebel governance during civil wars, and how this sustainability might lead to inclusion in the post-war political life. In order to examine these factors, the paper had to start by discussing the previous literature and the relevant theories and concepts that tackle rebel governance. Using these theories, a number of hypotheses were deduced to test them on the two selected case studies; Hezbollah and the Democratic Union Party (PYD). The study compared between Hezbollah that is considered as a rebel group that survived the civil war and became part of the Lebanese government, and the PYD that is still struggling over dominance in Syria, and it is unclear whether it will be part of the post-war order or not. The study concluded that a rebel group that seeks to sustain its governance needs to consolidate its legitimacy among the population under its jurisdiction especially through providing goods, service and security in a consistent way.
