An ambitious account of the corrosion of liberal democracy in rich and poor countries alike, arguing that antidemocratic sentiment reflects fear of material and cultural loss, not a critique of liberalism’s failure to deliver equality, and suggesting possible ways out. The retreat of liberal democracy in the twenty-first century has been impossible to ignore. From Wisconsin to Warsaw, Budapest to Bangalore, the public is turning against pluralism and liberal institutions and instead professing unapologetic nationalism and majoritarianism. Critics of inequality argue that this is a predictable response to failures of capitalism and liberalism, but Pranab Bardhan, a development economist, sees things differently. The problem is not inequality but insecurity—financial and cultural. Bardhan notes that antidemocratic movements have taken root globally in a wide range of demographic and socioeconomic groups. In the United States, older, less-educated, rural populations have withdrawn from democracy. But in India, the prevailing Hindu Nationalists enjoy the support of educated, aspirational urban youth. And in Europe, antidemocratic populists firmly back the welfare state (but for nonimmigrants). What is consistent among antidemocrats is fear of losing what they have. That could be money but is most often national pride and culture and the comfort of tradition. A World of Insecurity argues for context-sensitive responses. Some, like universal basic income schemes, are better suited to poor countries. Others, like worker empowerment and international coordination, have broader appeal. But improving material security won’t be enough to sustain democracy. Nor, Bardhan writes, should we be tempted by the ultimately hollow lure of China’s authoritarian model. He urges liberals to adopt at least a grudging respect for fellow citizens’ local attachments. By affirming civic forms of community pride, we might hope to temper cultural anxieties before they become pathological.

The essays claim that discourses and practices of security actually breed insecurity, rather than merely being responses to the latter. By relating the binary of security/insecurity to the binary of neoliberalism/neoconservatism, the contributors to this volume reveal the tensions inherent in the proliferation of individualism and the concurrent deployment of techniques of societal regulation around the globe. Chapters explore the phenomena of indistinction, reversal of terms, ambiguity, and confusion in security discourses. South Asia, which consists of eight states of different sizes and capabilities, is characterized by high levels of insecurity at the inter-state, intra-state, and human level: insecurity that is manifest in both traditional and non-traditional security problems—especially transnational terrorism fuelled by militant religious ideologies. To explain what has caused and contributed to the perpetual insecurity and human suffering in the region, this book engages scholars of international relations, comparative politics, historical sociology, and economic development, among others, to reveal and analyze the key underlying and proximate drivers. It argues that the problems are driven largely by two critical variables: the presence of weak states and weak cooperative interstate norms. Based on this analysis and the conclusions drawn, the book recommends specific policies for making the region secure and for developing the long lasting inter- and intra-state cooperative mechanisms necessary for the perpetuation of that security.

Brexit, America First campaigns, Russia’s war against Ukraine, or the ever-tenser relationship between China and the US have led to raising concerns about foreign direct investments. Multinational companies are pressured to withdraw from countries and reorganise global value chains. The long-held confidence that ‘nationality’ does not matter for multinational companies in the globalised economy has dwindled. Today, companies doing business abroad are exposed to implications of their ‘nationality’ because governments and customers react upon the ‘nationality’ of a firm or a product as they did in the 20th century. Some have suggested that the turmoil in the eurozone "proves" the deficiencies in the welfare state. This book argues that the superior performance of the Scandinavian countries arises from their superior systems of social protection, which allow their citizens to undertake greater risk and more actively participate in globalization. Others suggest that we can address terrorism or transnational crimes through the strengthening of borders or long distance wars. This book develops the proposition that such approaches have the opposite effect and that only through spreading the kind of human security experienced in well-ordered societies can these dangers be managed.
