Book Description
Stabilizing and securing Pakistan's border with Afghanistan is a key goal of the Global War on Terror, and vital if the threat from Al Qaeda to the United States and the world is to be mitigated. Despite the effort of more than six years and expenditures of billions of dollars-some of it in aid to Pakistan for its own efforts in this measure-the goal remains unmet. This frank report, from the United States Government Accountability Office, assesses the current lack of a comprehensive plan for achieving this important objective and lays out a plan for moving forward. From the military element of such an effort-including the training and equipping of frontier corps-to the law-enforcement challenges of implementing border security to how diplomacy and economic development can help. Anyone who wishes to more fully understand the prosecution of the Global War on Terror will find this essential and informative reading.

Book Description
The Council on Foreign Relations sponsors Independent Task Forces to assess issues of current and critical importance to U.S. foreign policy and provide policymakers with concrete judgments and recommendations. Diverse in backgrounds and perspectives, Task Force members aim to reach a meaningful consensus on policy through private and non-partisan deliberations. Once launched, Task Forces are independent of CFR and solely responsible for the content of their reports. Task Force members are asked to join a consensus signifying that they endorse "the general policy thrust and judgments reached by the group, though not necessarily every finding and recommendation." Each Task Force member also has the option of putting forward an additional or a dissenting view. Members' affiliations are listed for identification purposes only and do not imply institutional endorsement. Task Force observers participate in discussions, but are not asked to join the consensus. --Book Jacket.

Book Description
Afghanistan and Pakistan are two of the most urgent issues facing this Admin. and this Congress. In March 2009, the Pres. announced a strategy for Afghanistan and Pakistan, with a goal of disrupting, dismantling, and defeating Al-Qaeda in Afghanistan; destroying its allies and safe havens in Pakistan; and preventing their return to Pakistan or Afghanistan. With additional U.S. resources and attention focusing on Afghanistan and Pakistan, there will be additional oversight to ensure the accountability of U.S. efforts. This testimony addresses: (1) oversight of U.S. efforts in Afghanistan and Pakistan; (2) how this oversight coordinates with colleagues in the accountability community; and (3) some of the challenges carrying out this oversight.

Book Description
Since 2002, destroying the terrorist threat and closing the terrorist safe haven along Pakistan's border with Afghanistan have been key national security goals. The United States has provided Pakistan, an important ally in the war on terror, with more than $12.3 billion for a variety of activities, in part to address these goals. About half of this amount has been to reimburse Pakistan for military-related support, including combat operations in and around the Federally Administered Tribal Areas (FATA). Despite 6 years of U.S. and Pakistani government efforts, al Qaeda has regenerated its ability to attack the United States and continues to maintain a safe haven in Pakistan's FATA. As the United States considers how it will go forward with efforts to assist Pakistan in securing, stabilizing, and developing its FATA and Western Frontier bordering Afghanistan, it is vital that efforts to develop a comprehensive plan using all elements of national power be completed and that continued oversight and accountability over funds used for these efforts are in place. This report provides background information on Pakistan; the status of U.S. government efforts to develop a comprehensive plan; and information on the goals, funding, and current status of U.S. efforts to use various elements of national power (i.e., military, law enforcement, development and economic assistance, and diplomacy) to combat terrorism in Pakistan. The scope of this report does not include the plans, goals, operations, activities, and accomplishments of the intelligence community.

Book Description
This edited volume provides a critical overview of the new stabilization agenda in international relations. The primary focus of so-called stability operations since 9/11 has been Afghanistan, Pakistan and Iraq. Covering the wider picture, this volume provides a comprehensive assessment of the new agenda, including the expansion of efforts in Latin America, the Caribbean, Sub-Saharan Africa and South and Southeast Asia. By harnessing the findings of studies undertaken in Brazil, Colombia, Haiti, Jamaica, Kenya, Democratic Republic of the Congo (DRC), Sudan and Sri Lanka, the volume demonstrates the impacts – intended and otherwise – of stabilization in practice. The book clarifies the debate on stabilization, focusing primarily on the policy, practice and outcomes of such operations. Rather than relying exclusively on existing military doctrine or academic writings, the volume focuses on stabilization as it is actually occurring. Drawing on the reflections of scholars and practitioners, the volume identifies the origins and historical antecedents of contemporary operations, and also examines how the practice is linked to other policy spheres – ranging from peacebuilding to statebuilding. Finally, the volume reviews eight practical cases of stabilization in disparate regions around the globe. This book will be of much interest to students of war and conflict studies, peacekeeping and peacebuilding, statebuilding, development studies and international relations in general.

Book Description
With the publication of Terrorism: Commentary on Security Documents, Index IV, Oxford University Press continues to provide periodic stand-alone volumes containing cumulative indexes for the individual volumes in the series. Index IV (covering Terrorism Vols. 101-120) adds to the previous index volumes in order to ensure comprehensive searchability within the series. The availability of the cumulative index as well as the volume-specific indexes makes the series more convenient for the reader and provides the researcher with multiple ways to search for information. Index IV also features improved double-columned index formatting, for ease of use in a more compact volume. Although each volume in Terrorism: Commentary on Security Documents contains its own volume-specific index, this comprehensive index fully indexes the last twenty volumes in the Terrorism series. Only subject indexes are included in the individual volumes, whereas this comprehensive index includes five different types of indexes including a subject index, an index organized according to the title of the document, an index based on the name of the document's author, an index correlated to the year of the document, and a subject-by-year index. This cumulative index volume therefore provides readers with multiple ways to conduct research within Volumes 101-120 of Terrorism: Commentary on Security Documents.
