The mismatch between credit repayments and income seasonality can create serious distortions. However, typically Micro-Finance Institutes (MFIs) do not provide any adjustments due to the income seasonality. For instance in Northern Bangladesh, Income and consumption downfalls during the time of post-Aman rice plantation seasons are quite regular phenomenon which is locally known as “Monga”. Poor landless agricultural wage laborers suffer the most due to this seasonality and usually they face difficulty to smooth their consumptions. As a result, it is extremely difficult to arrange the regular weekly loan repayments of the micro-credit, which they have taken during the productive part of the year. Using field experiments through RCTs in Northern Bangladesh, we randomly assigned seasonality adjusted flexible micro-credits and traditional rigid micro-credit to different borrowing groups. Examining the repayment behavior of the borrowers in the context of geographical classifications and loan designs; employing both survey and experimental methods, this study allows us to see the consequences of flexible loan repayment rules during the lean periods, and how they affect both MFIs and participating borrowers. The findings of this study have important policy implications for MFIs and policy-makers of the developing countries.

There is growing interest within the climate change and development community in using seasonal forecast information to reduce the losses to agriculture resulting from climate variability, especially within food-insecure countries. However, forecast systems are expensive to establish and maintain, and therefore gauging the potential economic return to investments in forecast systems is crucial. Most studies that evaluate seasonal forecasts focus on developed countries and/or overlook agriculture’s economywide linkages. Yet forecasts may be more valuable in developing regions such as East Africa, where climate is variable and agriculture has macroeconomic importance. We use computable general equilibrium and process-based crop models to estimate the potential economywide value of national seasonal forecast systems in Kenya, Malawi, Mozambique, Tanzania, and Zambia. Stochastic seasonal simulations produce value distributions for forecasts of varying accuracy and varying levels of farm coverage. A timely and accurate forecast adopted by all farmers generates average regional income gains of US$113 million per year. Gains are much higher during extreme climate events and are generally pro-poor. The forecast value falls when forecast skill and farm coverage decline. National economic and trading structures, including the importance of agricultural exports, are found to be major determinants of forecast value. Economywide approaches are therefore needed to complement farm-level analysis when evaluating forecast systems in low-income agrarian economies.

The goal of the Second International Food Legume Research Conference held in Cairo, Egypt was to build on the success of the first conference held nearly 6 years earlier at Spokane, Washington, USA. It was at that first conference where the decision was made to hold the second Conference in Egypt and so near the ancestral home of these food legume crops. It has been a long held view that the cool season food legumes had their origin in the Mediterranean basin and the Near-east arc, and there is little doubt that food legumes were a staple food of the ancient Egyptian civilization. The cool season food legumes have the reputation for producing at least some yield under adverse conditions of poor fertility and limited moisture, i. e. , in circumstances where other crops are likely to fail completely. Yields of cool season food legumes are particularly poor in those regions where they are most important to local populations. The influx of more profitable crops such as wheat, maize, and soybeans have gradually relegated the food legumes to marginal areas with poor fertility and limited water which exposes them to even greater degrees of stress. In the past two decades, production of food legumes has declined in most of the developing countries while at the same time it has expanded greatly in Canada, Australia, and most notably in Turkey.
