This paper concerns the birth of the idea of social justice, which in France dates to the 19th century. It argues that the idea of social justice was able to emerge in France due to particular conditions, which were met for the first time by the Saint-Simonians. We first shed light on the transition in France from a commercial system to one marked by increasing industrialization, which raised new questions regarding economic justice and the composition of ownership. The Saint-Simonians were among the first to criticize this new composition, and to seek a means to organize society on a fair basis. We then explain how the Saint-Simonians came to theorize this new organization: according to them, the value of things lies in work. The difference from the classical framework, which is also utilitarian, is that they posit an opposition between workers and idlers: each and every individual must be useful to society. Finally, we analyse how the Saint-Simonians identify this opposition as existing throughout history, on which basis they not only justify their innovative views on social justice, but legitimize their project as a whole.

It investigates why it was that although France was one of the first countries in modern Europe to become a republic in 1792, it was nearly a hundred years before a republic was acceptable to the majority. Pamela Pilbeam suggests that republicanism was a witch's brew of Enlightenment rationality, bloody memories and conflicting socialist expectations. The book concludes that the successful republic of 1871 used the rhetoric of democracy to conceal persistent elitism.

The present book constitutes an attempt to contribute to the study of the intellectual roots of modem totalitarianism. It is not intended to duplicate the several works on the history of the Saint-Simonian movement, including the excellent study by Charlety, or the large periodical literature on various phases of Saint-Simonian economic, literary, aesthetic, feminist, and pacifist thought. Rather it analyzes systematically for the first time the political ideas of the Saint-Simonians and their social and cultural implications. In contrast to previous studies, this book utilizes extensively the periodical literature of the period 1829-1832 during which the political ideas of the movement underwent their greatest development. This study is an outgrowth of a doctoral dissertation written at the University of Chicago. Unlike the dissertation, this book attempts to study Saint-Simonian political ideas within the framework of the intellectual history of the early nineteenth century.
