On October 21, 1992, the American Automobile Manufacturers Association (AAMA) entered into an agreement with the Commercial Vehicle Safety Alliance (CVSA) to develop a project entitled "Commercial drivers and safety belt usage" to be implemented by its member agencies. The project included three phases: (1) officer safety belt training program; (2) international safety belt emphasis effort; (3) surveys for safety belt usage, attitudes toward safety belt usage and system preference, 2 point versus 3 point. CVSA is an association of state, provincial and federal officials responsible for the administration and enforcement of motor carrier safety laws in the United States, Canada and Mexico. Objective: The ultimate objective is to achieve higher belt usage rates by commercial vehicle drivers, thereby decreasing injury, severity, and fatalities.
