Book Description
The Aviation and Transportation Security Act mandates that by December 2002 100 percent of checked baggage be screened. Can this schedule be met? RAND assessed the feasibility of using explosive detection system machines or whether less-expensive explosive trace detection machines could shoulder part of the load. After studying operations at Dulles and Dallas-Fort Worth Airports, the authors concluded that a bottom-up approach on an airport-by-airport basis was better than the top-down approach mandated by the FAA. They identified six problem areas and propose improvements that, while not meeting the deadline, will increase security.

Book Description
This paper is the result of an examination of plans for implementing explosive detection systems for checked baggage at all U.S. airports, and it contains suggested changes to the existing plans for implementation of the systems. The work was funded by RAND's independent research and development funds. It should be of interest to those concerned about whether the Federal Aviation Administration's (FAA's) plans (now part of the Aviation and Transportation Security Act) appropriately respond to the security threats against our air transportation system. It should also interest those who wish to better understand how to address the natural tension between unfettered access to our commercial aircraft and enhanced transportation security.

Book Description
Because of 9/11, there is universal recognition that aviation security is a deadly serious business. Still, around the world today, the practice of aviation security is rooted in a hodgepodge of governmental rules, industry traditions, and local idiosyncrasies. In fact, nearly seven years after the largest single attack involving the air transport industry, there remains no viable framework in place to lift aviation security practice out of the mishmash that currently exists. It is the ambitious intent of Aviation Security Management to change that. The goals of this set are nothing less than to make flying safer, to make transporting goods by air safer, and to lay the foundation for the professionalization of this most important field. This dynamic set showcases the most current trends, issues, ideas, and practices in aviation security management, especially as the field evolves in the context of globalization and advances in technology. Written by leading academic thinkers, practitioners, and former and current regulators in the field, the three volumes highlight emerging and innovative practices, illustrated with examples from around the world. Volume 1 takes a penetrating look at the overall framework in which aviation security management has taken place in the past and will likely do so in the foreseeable future. It covers the major areas of focus for anyone in the aviation security business, and it provides a basis for educational programs. Volume 2 delves into the emerging issues affecting aviation security managers right now. Volume 3: Perspectives on Aviation Security Management covers the full spectrum of international aviation security-related issues. It will serve as part of the foundation for the next generation of research in the area in both a business and cultural context. Collectively, these volumes represent the state of the art in the field today and constitute an essential resource for anyone practicing, studying, teaching, or researching aviation security management.

Book Description
The past and future of airline safety—a memoir of successes, crashes, and near misses—by a former FAA accident inspector. Boarding an airplane strikes at least a small sense of fear into most people. Even though we all have heard that the odds of being struck by lightning are greater than the odds of perishing in a plane crash, it still doesn’t feel that way. Airplane crashes might be rare, but they do happen, and they’re usually fatal. David Soucie insists that most of these deaths could be prevented. He’s worked in the cockpit, on the hangar floor, within the aviation boardroom, and inside the Washington, DC, beltway. He’s seen death up close and personal—deaths of colleagues and friends that might have been prevented if he had approved certain safety measures in the aircraft they were handling. Years of experience have led Dave to become an impassioned consultant on the topic of airline safety. This includes not only advising the Obama administration, but also the Department of Transportation, the Department of Defense, Homeland Security, NASA, and the Office of National Intelligence. Soucie was also a lead consultant and analyst for coverage of Malaysia Airlines Flight 370, which went missing in March 2014. Find out the truth about airplane safety and discover what the future holds for air travel in Safer Skies.
