After a brief autobiographical introduction, Dr Robson traces justice policy developments and changes. He places special emphasis on the 1960's, a period of impressive legislative achievement, including the abolition of capital punishment, a comprehensive review and improvement of penal policy (including the introduction of the periodic detention sentence) and the creation of the ombudsman system. The author describes frankly the tensions, struggles and occasional battles which take place within and between government departments. He also discusses the relationship between a Minister and his Permanent Head, and outlines developments in education, staff training, management and administration.
