The recent broad political rapprochement between the United States and the nations of the Former Soviet Union (FSU) has transformed the environment for cooperation on space projects, and led to cooperative programs in space with Russia and other FSU states that would have been unimaginable just a few years ago. Chief among these are the high-profile human spaceflight cooperative activities involving the Space Shuttle-Space Station Mir dockings and the International Space Station. This report surveys the potential benefits and drawbacks of expanded cooperation with Russia and other nations of the FSU in space activities, and examines the impacts of closer cooperation on U.S. industry and U.S. national security concerns. Such cooperation has begun to yield scientific, technological, political, and economic benefits to the United States. However, the political and economic risks of cooperating with the Russians are higher than with the United States' traditional partners in space. Cooperation in robotic space science and earth remote sensing is proceeding well, within the stringent limits of current Russian (and U.S.) space budgets. Including Russia in the International Space Station program provides technical and political benefits to the space station partners, but placing the Russian contribution in the critical path to completion also poses programmatic and political risks.

The right to self-determination is renowned for its lack of clear interpretation. Broadly speaking, one can differentiate between a 'classic' and a 'romantic' tradition. In modern international law, the balance between these two opposing traditions is sought in an attempt to contain or 'domesticate' the romantic version by limiting it to 'abnormal' situations, that is cases of 'alien subjugation, domination and exploitation'. This book situates Russia's engagement with the right to self-determination in this debate. It shows that Russia follows a distinct approach to self-determination that diverges significantly from the consensus view in international state practice and scholarship, partly due to a lasting legacy of the former Soviet doctrine of international law. Against the background of the Soviet Union's role in the evolution of the right to self-determination, the bulk of the study analyses Russia's relevant state practice in the post-Soviet space through the prisms of sovereignty, secession, and annexation. Drawing on analysis of all seven major secessionist conflicts in the former Soviet space and a detailed study of Russian sources and scholarship, it traces how Russian engagement with self-determination has changed over the past three decades. While we know a great deal about the benefits of regional integration, there is a knowledge gap when it comes to areas with weak, dysfunctional, or nonexistent regional fabric in political and economic life. Further, deliberate “un-regioning,” applied by actors external as well as internal to a region, has also gone unnoticed despite its increasingly sophisticated modern application by Russia in its peripheries. This volume helps us understand what Anna Ohanyan calls “fractured regions” and their consequences for contemporary global security. Ohanyan introduces a theory of regional fracture to explain how and why regions come apart, consolidate dysfunctional ties within the region, and foster weak states. Russia Abroad specifically examines how Russia employs regional fracture as a strategy to keep states on its periphery in Eurasia and the Middle East weak and in Russia's orbit. It argues that the level of regional maturity in Russia’s vast vicinities is an important determinant of Russian foreign policy in the emergent multipolar world order. Many of these fractured regions become global security threats because weak states are more likely to be hubs of transnational crime, havens for militants, or sites of protracted conflict. This book examines the recent shift in US space policy and the forces that continually draw the US back into a space-technology security dilemma. The dual-use nature of the vast majority of space technology, meaning of value to both civilian and military communities and being unable to differentiate offensive from defensive intent of military hardware, makes space an area particularly ripe for a security dilemma. In contrast to previous administrations, the Obama Administration has pursued a less militaristic space policy, instead employing a strategic restraint approach that stressed multilateral diplomacy to space challenges. The latter required international solutions and the United States, subsequently, even voiced support for an International Code of Conduct for Space. That policy held until the Chinese anti-satellite (ASAT) test in 2013, which demonstrated expanded Chinese capabilities.
