Book Description
In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Book Description
Future NATO looks at the challenges facing NATO in the 21st century and examines how the Alliance can adapt to ensure its continued success For more than 70 years, the North Atlantic Alliance has helped to preserve peace and stability in the Euro-Atlantic area. It has been able to adjust to varying political and strategic challenges. We must ensure that NATO continues to be effective in the future. This requires looking ahead, challenging habitual approaches, exchanging ideas, and advancing new thinking. I highly recommend Future NATO to policymakers, military professionals and scholars alike, as it offers necessary critical and constructive analysis of current and future challenges posed to our security and defence.Annegret Kramp-Karrenbauer, Minister of Defence, Germany Since 1949, NATO has successfully upheld common principles and adapted to new realities. As Future NATO examines, the Alliance is facing a new set of external and internal challenges in the decades to come. The Alliance and its partners need to remain committed to future changes. I recommend this excellent study to all, but especially to the younger generation of scholars and future policymakers. Trine Bramsen, Minister of Defence, Denmark Over the last 70 years, Europe has lived in peace and prosperity because of NATO, with unity as our most important weapon. We may have our differences, but we will continue to work on our common cause to promote peace, security and stability. To effectively do so, NATO needs to continuously adapt to changing security situations. An important current challenge is to ensure European Allies take more responsibility for their security. But we also need to look at future challenges and find innovative solutions for them. Future NATO offers a useful analysis that can help us prepare for what is to come for the Alliance. Book Description
The Black Sea region is a dynamic and complex area in which many national and international actors have key interests, including Russia and the US. The European Union stretches to the sea’s western coast where it meets former Soviet territory as well as EU candidate Turkey. Regional tensions include those over NATO enlargement, a US anti-ballistic missile system, access to the Black Sea, democratization, spheres of interest and the conflict zones of Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. In addition, the region’s close proximity to the Caspian basin offers the prospect of alternative energy resources and routes to western states. The Politics of the Black Sea Region: EU Neighbourhood, Conflict Zone or Future Security Community? explores and examines the many diverse political, security and economic interests that affect the region and the possible outcomes for it. By reviewing the wider history and examining the political systems and policies of the Black Sea nations and organizations as well as analyzing current tensions and future trends, it provides an invaluable, comprehensive and unique political guide to this fascinating area.

Book Description
This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden. Dr. Tim Sweijs is the Director of Research at The Hague Centre for Strategic Studies and a Research Fellow at the Faculty of Military Sciences of the Netherlands Defence Academy in Breda.

Book Description
Russia's Military Strategy and Doctrine is designed to educate Russia watchers, policymakers, military leaders, and the broader foreign policy community about the Russian Armed Forces and security apparatus across the full spectrum of geographic, doctrinal and domain areas. Each chapter addresses a different strategic-level issue related to the Russian military, ranging from naval and maritime doctrine, to the role nuclear weapons play in its strategy, to cyber and electromagnetic warfare, to Moscow's posture in the Arctic or the Black Sea, to the lessons its Armed Forces have learned from their ongoing operations in Syria and eastern Ukraine. And each section of the book is written by one of the world's foremost experts on that theme of Russia's military development. The key questions emphasized by this book include "how Russia fights wars" and "how its experiences with modern conflicts are shaping the evolution of Russia's military strategy, capabilities and doctrine." The book's value comes not only from a piecemeal look at granular Russian strategies in each of the theaters and domains where its Armed Forces may act, but more importantly this study seeks to present a unifying description of Russia's military strategy as a declining but still formidable global power. Russia's Military Strategy and Doctrine will be an essential reference for US national security thinkers, NATO defense planners and policymakers the world over who must deal with the potential military and security challenges posed by Moscow.
