Despite legal entitlements and protections for women within the program, gender disparities persist in claiming public resources. Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was envisaged as a gender sensitive legislation to provide a fair opportunity to women from rural India to earn without any discrimination of gender. In terms of national averages the scheme under the act has achieved its target but there exist a wide variation among the state in the numbers for participation of women workers. This study is an attempt to identify the barriers that have restricted the participation of women. The paper identifies that lack of child care, nature of work, social norms, illegal presence of contractors, delay in payment and lack of involvement of women in the planning stage are the constraints that have limited the participation of women in the Scheme. The involvement of local initiatives likes Kudumbashree and Self Help Groups (SHGs), use of Information Communication Technology (ICT), involvement of NGOs have enabled some states to have a higher participation of women workers than others. The paper concludes with suggestions on policy and implementation measures that could be taken to enhance participation of women in the Scheme and thus, enable the benefits of the Scheme to reach many more rural women.

Since 2000, India has experienced rapid economic growth and a sharp decline in poverty. But employment has grown more slowly. Government intervened in the economy through the National Rural Employment Guarantee Act, which provides employment to unskilled workers in rural areas besides creating community/productive assets at the level of village such as wells, tanks, ponds, roads etc. This programme is designed to provide income protection against poverty in rural area. The choice of works under MGNREGA seeks to address the causes of chronic poverty such as drought, deforestation and soil erosion. MGNREGA is different from other employment and poverty alleviation programme in the sense that it is a legal framework and right to work based programme. This is a paradigm shift from its earlier programmes for it is a bottom-up, demand driven structure with built-in social audits.

This paper examines the nexus between legislation, paid employment, women's empowerment and transformative gender equality in India. Using a sample of married women from the India Human Development Survey (IHDS), we find that the government legislated rural employment guarantee, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), has been instrumental in ensuring paid employment for women - for many married women it is the first opportunity for paid work. We also find paid employment and MGNREGA had positive and significant effects on women's control over household decisions. However, we do not find enough evidence to suggest a transformative impact in terms of breaking the cycle of disadvantage, proxied by the timethe older girl child spends in school.

This paper uses a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short and medium-term poverty and welfare effects of the National Rural Employment Guarantee Scheme. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.
