The future of West Africa depends on the capacity of its agriculture to ensure the food security of the population, which should double in the next 20 years, while facing up to the new risks resulting from climate warming. Indeed, the changes in temperature and precipitations already operating and that should become more marked will have serious effects on agricultural production and water resources in this part of Africa in the near future. One of the keys to meeting this new challenge is the adaptation of rural societies to climate risks. To gain better knowledge of the potential, processes and barriers, this book analyses recent and ongoing trends in the climate and the environment and examines how rural societies perceive and integrate them: what are the impacts of these changes, what vulnerabilities are there but also what new opportunities do they bring? This book presents conceptual and empirical discussions of adaptation to climate change/variability in West Africa. Highlighting different countries’ experiences in adaptation by different socio-economic groups and efforts at building their adaptive capacity, it offers readers a holistic understanding of adaptation on the basis of contextual and generic sources of adaptive capacity. Focusing on adaptation to climate change/variability is critical because the developmental challenges West Africa faces are increasingly intertwined with its climate history. Today, climate change is a major developmental issue for agrarian rural communities with high percentages of the population earning a living directly or indirectly from the natural environment. This makes them highly vulnerable to climate-driven ecological change, in addition to threats in the broader political economic context. It is imperative that rural people adapt to climate change, but their ability to successfully do so may be limited by competing risks and vulnerabilities. As such, elucidating those vulnerabilities and sources of strength with regard to the adaptive capacities needed to support successful adaptation and avoid maladaptation is critical for future policy formulation. This book presents the outcome of an interdisciplinary and international workshop supported by the Volkswagen Stiftung (funding line ‘Knowledge for Tomorrow’) on the topic of ‘Natural Resources, Socio-Ecological Sensitivity and Climate Change in the Volta-Oti Basin, West Africa’. The conference was jointly organised by Goethe-University Frankfurt (Germany) and the University of Kara (Togo) held from March 6 to 8, 2019 in northern Togo. It aimed to strengthen capacities of junior scientists from the sub-region, exchange and mobilise theoretical and methodological background from various scientific fields (Botany, Construction, Geology, Geography, Infrastructure, Politics, Remote Sensing, Sociology and Urban Planning). One goal was to deliver reliable elements for ongoing and profound environmental analyses that lie outside the common questions of the academic and civil society stakeholders. Ecosystem fragmentation and deforestation in West Africa are mainly triggered by humans such as agriculture and small-scale forest disturbances for charcoal and firewood production. Increasing population pressure, declining of carrying capacity and demand for agricultural land caused the reduction of land conservation capacities, even in protected areas. The complexity of interactions between environmental and socio-ecological systems and subsequent effects (sensitivity) has raised ongoing international awareness in light of ongoing climate change. By the example of natural resources, land use and stakeholders’ perceptions within the Volta-Oti Basin the book’s proceedings present, discuss and distribute new findings that will sustainably stimulate the international debate. The workshop also intended to overcome national borders and language barriers between the Anglophone (Ghana) and the Francophone (Benin, Burkina Faso, Ivory Coast, Togo) research communities, and supported better West African cooperation and networking. The young as well as the established partners formed new collaborations, and the event at the University of Kara (Togo) was a truly unique opportunity for all involved, not only to discuss science, but also to assess applied and best future management practices for the Oti-Volta Basin in West Africa.

The Organization for Social Science Research in Eastern and Southern Africa (OSSREA) is a network of social scientists in the sub-region established in 1980. Its main objectives are to encourage and promote interest; to engage in collaborative research; to facilitate scholarly exchange of ideas and publication between individuals and institutions engaged in the study and research in the social sciences. OSSREA also aims to promote the training of social scientists from the sub-region in the study of and research in the social sciences and to encourage establishment of institutions dedicated to this goal. In pursuance of and consistent with its objectives, OSSREA established a fund to provide research grants and training fellowships to social scientists from the sub-region. Every year OSSREA offers, on a competitive basis, two limited types of research grants: the first on topics related to the social sciences in general and the second on gender issues in particular. The grants assist the social scientists to conduct field research in an eastern or southern African country, society, institutions, sector, or problem area. The objectives of the social science competition are intended to encourage and promote upcoming scholars from the sub-region to conduct research in the social, economic, political or other problems. Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Sahelian West Africa has recovered from the disastrous droughts of the 1970s and 1980s. People have learned to adapt to risk and uncertainty in fragile dryland environments.
