In a few short years after 1914 the Royal Navy practically invented naval air warfare, not only producing the first effective aircraft carriers, but also pioneering most of the techniques and tactics that made naval air power a reality. By 1918 the RN was so far ahead of other navies that a US Navy observer sent to study the British use of aircraft at sea concluded that any discussion of the subject must first consider their methods. This book has as its subject matter the academic education of officers and builds on the signing of the Bologna Declaration in 1999 by twenty-nine European ministers for Education and Science, who thereby agreed to coordinate higher education across Europe, by, for instance, the implementation of the Bachelor's and Master's system. In the meantime, military academies have also introduced the BaMa system into their programs for officers’ education, which marks a transition from the old days, when officers’ education took place within a national military system, under military command, and was firmly grounded in principles, traditions and needs, as professed by the Ministries of Defence and the armed forces in particular. So the Bologna Declaration can be seen as crucial leverage for the development of in-house academic degree programs as a fundamental part of officers’ education. With this volume, the editors of NL ARMS 2019 strive to offer a platform to both academics and military and civilian practitioners, as well as to combinations of these, to reflect and share their thoughts on officers’ education `before and after' Bologna, both in The Netherlands and abroad. To this end, controversies and challenges, affecting various aspects and systems of officers’ education, have been grouped into five themes. Defence policy and the role of the armed forces can subsequently be determined on the grounds of said analysis. More than ever, internal and external security, and developments both in the Netherlands and abroad are interconnected. The world order is shifting, the cooperation within NATO and the EU is under pressure and the Dutch armed forces are gasping for breath. What is the task of Dutch security and the defence policy? There have been growing calls in the last few years to end the devastating cuts in the defence budget and to invest more in security. The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. The shooting down of Flight MH17 over Ukraine, the streams of refugees from Syria and other countries, the conflict with Da'esh in Syria and Iraq, and terrorist threats reveal how events in many of the world's flash-points have a direct or indirect impact on the Netherlands. Indeed, the security of the contemporary global economy is reliant more than ever upon the dependability of freedom of navigation through the waters of the South China Sea. This volume concentrates on the security of the South China Sea sub-region. It is designed to help illuminate the contemporary security dynamics within this important sub-region by highlighting its development, the contemporary challenges and opportunities confronting both the littoral states and the non-littoral powers that are active in the sub-region, and the policy responses of those states as they seek to defend and promote their national interests. This book is composed of 16 chapters and is organized into five thematic sections. Part I of the book is designed to set the historical context. Part II examines some of the contemporary challenges and opportunities that present themselves in the sub-region, while Part III focuses on Chinese policy in the South China Sea sub-region.
