This study analyzes the current Reserve Officer Training Corps' (ROTC) Program of Instruction (POI) found in Cadet Command Regulation 145-3 and determines if the POI has anticipated the leadership training needs of ROTC cadets for the future. In order to determine what leadership attribute requirements the Army feels will be necessary for newly commissioned lieutenants, this study used military sources that discussed the nature of leadership in the Army of the future. The publication entitled Army Vision 2010 provided a broad insight into the Army transformation from the Legacy Force to the Objective Force and the skills needed for future military officers. The briefing entitled Tomorrow's Lieutenant and the work entitled ROTC Future Study provided a narrower focus on necessary leadership attributes anticipated for newly commissioned lieutenants in the near future. In addition, this study utilized the leadership experience at the United States Military Academy (USMA) as a comparison group. The research showed that the POI of ROTC as written does not fully support the needs of neither the Army of today nor the Army of the future. The POI needs the addition of a comprehensive written plan for teaching leadership to ROTC cadets. Also, the research indicated a need for a sharing of approaches between USMA and ROTC to develop a better quality leadership POI for use by all ROTC precommissioning institutions.

MISSION: The mission of Army ROTC is to commission the future officer leadership of the United States Army. We strive to meet that mission by offering a classroom curriculum that focuses on developing bright, capable college students into leaders. In our leadership lab, students are given the opportunity to apply the skills they learn in a tactical setting. Since physical fitness is a necessary quality for a future officer, cadets participate in physical training. Army ROTC prepares you for a lifetime of successes. While earning a degree in the field of your choice, you will receive leadership training in judgement, decision-making, values, ethics, communications, critical thinking, management and analysis. We strive to impart all cadets with a sense of self-motivation, discipline, initiative, service, patriotism, and integrity. PURPOSE OF THE HANDBOOK:The purpose of this handbook is to provide general information on Army ROTC. This handbook gives an overview of our program, illustrates how the uniforms are worn, and should answer most questions new cadets have about being a cadet in the Tiger Battalion. This handbook should become a well-worn reference and is designed to be used throughout a cadet's career. It is intended to be a clearinghouse for basic information and should be referenced whenever a question arises. OVERVIEW: The Mizzou Army ROTC program offers classroom instruction, a weekly leadership laboratory, physical training (PT), periodic field exercises, and several extra curricular opportunities. A cadet in the Basic Course (also known as Military Science and Leadership I and II), can expect to spend one to two hours a week in class, two hours a week in lab, and three hours a week conducting PT with the battalion. Cadets in the Advanced Course (also known as Military Science and Leadership III and IV) spend twice as much time in class, fill leadership and instructor positions at lab and PT, and devote time to preparing leadership assessments and evaluations.
