Charging for the use of transport infrastructure has very different traditions in the various modes, reflecting the different nature of their infrastructure (nodal vs. linear), but also different historical traditions of open access, system integration, etc. Since the early 90's various European Commission initiatives took on this issue, looking mainly at the road sector, where many countries had no (direct) access charges. Heavy goods vehicles were systematically identified as the primary targets for a renewed approach to this problem. What seemed an easy catch has proved to be much harder, with the various countries adopting almost exclusively national approaches, and the European institutions unable to drive the process. This book looks at the challenges posed by this objective, recognising that there are multiple objectives for application of road tolls and charges, and discussing the various possible solutions, in the technical, institutional and legal dimensions. The multiplicity of national situations in Europe is put in perspective, the impacts of various charging schemes on regional development and on the environment are estimated, and the recent policy process is analysed, allowing a global view of the remaining difficulties and to make recommendations about the next steps in the process.

This study considers the feasibility of options for a new system of charging for road use in the UK, in order to make better use of road capacity and to help reduce traffic congestion. This would mean moving away from the current motoring taxation system and introducing a variable charging system depending on the level of road congestion. Issues discussed include: public attitudes, travel trends, options for national road pricing, institutional aspects of implementation, possible interim options to a national scheme, including the UK lorry road user charging scheme and local congestion charging pathfinder schemes. Amongst the report's conclusions, it finds that national road pricing is becoming feasible in the medium-term (in 10 to 15 years) and could meet the Government's objectives. However, its successful implementation requires the promotion of a greater degree of public acceptance. Although a national scheme is still some years off, a number of practical steps can be taken now in preparation, including promoting a public debate to inform and raise awareness, with research into road users' behaviour and implications for business; working with car manufacturers in the development of vehicle technology standards; and working with local authorities on introducing local charging schemes to tackle congestion problems. Road pricing is not a new concept—toll roads have existed in Australia since Governor Macquarie established one from Sydney to Parramatta in 1811—and distance-based charging schemes have been trialled and implemented with varying success overseas. But how would full market reform of roads look in a federation like Australia? In its responses to the 2016 Australian Infrastructure Plan and the 2015 Competition Policy Review, the Australian Government explicitly supported investigating cost-reflective road pricing as a long-term reform option, and has committed to establishing a study chaired by an eminent Australian to look into the potential impacts of road pricing reform on road users. The challenges we face in this space are manifold and complex, and we still have a long road ahead of us. However, with advocacy for reform coming from interest groups as diverse as governments, private transport companies, peak industry bodies, policy think tanks and state motoring clubs, there is now more support than ever before for changing the way we provide for and fund our roads. This book seeks to advance the road reform agenda by presenting some of the latest thinking on road pricing and provision from a variety of disciplinary approaches—researchers, economists and public sector leaders. It stresses the need for reform to ensure Australians can enjoy the benefits of efficient and sustainable transport infrastructure as our population and major metropolitan cities continue to grow. Traffic congestion is avoidable, but we must act soon. The works presented here all point to the need for change—the expertise and the technology are available, and the various reform options have been mapped out in some detail. It is time for the policy debate to shift to how, rather than if, road reform should progress.
