The Road Safety Act 2006, chapter 49 makes provision in road safety matters for the following areas: drink driving, where the worst offenders will be required to retake their driving test; speeding, with the Act providing for graduated fixed penalties for speeding and increases the range of penalty points available for those offences. Also, the fitting or use of a vehicle carrying speed assessment equipment detection device will be prohibited. A new offence will be introduced on the statute book of causing death by careless or inconsiderate driving, and causing death by driving whilst unlicensed, disqualified or uninsured and keeping a vehicle that does not meet insurance requirements. Further, some new penalties and enforcement measures are to be introduced with the Act, such as increases in the maximum penalties for various road offences and provision for the graduation of fixed penalties. Also provision is to be made to prevent drivers who do not have a satisfactory address from escaping punishment in Great Britain, by requiring them to pay an on-the-spot deposit.
