This volume describes risk management practices in the construction industry in selected countries, with an emphasis on developing countries and how these countries can learn from the practices in more developed ones. Risk management in the construction industry can be difficult to understand due to the various complex procedures that are involved and to the unique concerns and contexts associated with each project. The industry has been a key contributor to the economic and social development of many countries of the world and is increasingly incorporating sustainability into its practices. However it is plagued by various risks that can affect the quality, cost, time and overall sustainability of projects. Therefore, there is need to effectively manage risk in order to ensure timely completion of construction projects in good quality and within budget, which in turn results in more efficient and often more sustainable practices. The book is divided into four parts. The first section features a primer on risk management practices as they pertain to the construction industry. The second part dives in to describe risk management in selected developing countries, including Malaysia, Qatar, Saudi-Arabia, South Africa, Sri-Lanka and Tanzania, as well as the city of Hong Kong. The third section describes the construction risk management practices of a selection of more developed countries with known risk management institutes and established practices of risk management. These countries include Australia, Canada, Sweden and United States of America. The fourth part offers a general overview of the definition, concepts and process of risk management based on reviewed literature. It also discusses the benefits of effective risk management to clients and to project teams, especially from the perspective of ensuring sustainability. This last section also summarizes the risk management practices in both developing and developed countries for the purpose of improving the practices in the former by learning from the latter.

A large number of uncertainties exist in the delivery of highway projects, and it is important to describe the extent so that budgeting and programming can be carried out in a manner that duly accounts for such uncertainties. The study investigates the sources of delivery variability (risk factors) that occur in the period between project proposed date and the letting date. Data on 366 highway projects were collected from the Indiana Department of Transportation Management Information Portal. Using statistical and econometric techniques, the data was analyzed to identify the potential risk factors and to determine the magnitude and direction of the influence of these risk factors. The study estimated the delivery variability inherent with each project type, providing a basis for rating highway projects in terms of their delivery risks and for incorporating probabilistic concepts in budgeting and programming.

The goal of this research is to mitigate the risk of highway accidents (crashes) and fatalities in work zones. The approach of this research has been to address the mitigation of work zone crashes through the creation of a formal risk management model to be utilized during the construction management and administration of highway projects for all stages of the project life-cycle. The result of these efforts is realized through the design of an integrated risk management model. A standard risk management model has three components: risk identification, risk analysis, and risk response. The risks are identified by the factors that contribute to work zone crashes. The risk analysis involves understanding the tendency of a hazard to influence the frequency or severity of a loss, and the risk response relates to the appropriate countermeasures to the factors that contribute to work zone crashes. The number of hazards and mitigation strategies corresponding to work zone crashes can be substantial. The intent of this research is to develop a formalized risk management plan to identify potential hazards on plans, designs, or job sites and to cue a risk response to the hazards. Mitigation strategies may take the form of a mitigation "method" (alert motorist, assist worker/motorist, control motorist, inform motorist, and protect worker/motorist). The results of this research will be a formal step-by-step methodology to be utilized by managers and decision makers. Each stage of the project life-cycle (or Project Development Process) will provide a checklist of hazards and mitigation strategies. This research will also provide a qualitative method to assess the likelihood and severity of a hazard or multiple hazards on a roadway work zone. This research is intended to provide a holistic approach to risk management that is to be integrated into the existing corporate structure and not to be considered a standalone program. This integrated approach will allow a formalized procedure to be utilized by any member of an organization during all phases of the construction project life-cycle.
