Living by the Rules of the Sea is a primer for people living along the nation's coastlines, those considering moving to the coast, or those who want a greater understanding of the risks and dangers posed by living at the seacoast. Published as part of Duke University Press's Living with the Shore series, but without a direct focus on the coastline of one particular state, this book is intended as an overall guide to coastal physical processes, risk assessment of potential property damage from coastal natural hazards, and property damage mitigation. Over the past twenty years, the authors have mapped and studied most of the barrier islands in the United States and have experienced coastal processes such as storms and shoreline retreat at close range. They represent a coastal geology/oceanographic perspective that is decidedly in favor of preserving the natural protective capabilities of the native coastal environment. While strongly anti-engineering in outlook, Living by the Rules of the Sea does provide a review of coastal engineering techniques. It also examines methods of repairing damage to the natural environment that lessen the prospect of further property damage. Finally, it employs a more inclusive "coastal zone" approach rather than simply concentrating on a more narrowly defined shoreline. Barrier islands are viewed as part of a larger system in which changes in one part of the system--for example, the mining of sand dunes or dredging offshore for beach replenishment sand--can have profound effects on another part of the system, predictable effects even though they may not be visible for years or decades. A comprehensive handbook with references to recent storms including hurricanes Andrew, Gilbert, Hugo, Emily, and Opal, Living by the Rules of the Sea is designed to help people make better and more informed choices about where or if to live at the coast.

A large number of chemicals are used on land at shore facilities, in the air in combat and reconnaissance aircraft, on seas around the world in surface vessels, and in submarine vessels by the navy and marine corps. Although the chemicals used are for the large part harmless, there is a significant amount of chemicals in use that can be health hazards during specific exposure circumstances. The Navy Environmental Health Center (NEHC) is primarily tasked with assessing these hazards. The NEHC completes its tasks by reviewing toxicological and related data and preparing health-hazard assessments (HHAs) for the different chemicals. Since the NEHC is continually asked to develop these HHAs, the National Research Council (NRC) was asked to assess independently the validity and effectiveness of NEHC's HHA process, in order to determine whether the process as implemented provides the Navy with the best, comprehensive, and defensible evaluations of health hazards and to identify any elements that might require improvement. The task was assigned to the Board on Environmental Studies and Toxicology's Committee on Toxicology's (COT's) Subcommittee on Toxicological hazard and Risk Assessment. Review of the U.S. Navy Environmental Health Center's Health-Hazard Assessment Process presents the subcommittee's report. The report is the work of expertise in general toxicology, inhalation toxicology, epidemiology, neurotoxicology, immunotoxicology, reproductive and developmental toxicology, pharmacology, medicine, risk assessment, and biostatistics. It is based on its review of documents provided by NEHC, presentations by NEHC personnel, and site visits to NEHC in Norfolk, Virginia and an aircraft carrier in San Diego, California.

Every decision, every action, even the refusal to either act or decide involves some element of risk. Perhaps, because we accept relatively low levels of risk in our daily activi ties, we tend to minimize the existence of risk and thereby fail to include risk assessment in those decisions and actions which could be improved through a risk assessment process. However, our casual approach to risk assessment seems to stem largely from the diffi culties inherent in measuring risk rather than from any lack of cognizance of the existence of risk. This conclusion is evidenced by the many statements in official documents relating to planning and evaluation which suggest that risk assessments should be con ducted but do not provide the mechanism for such assessments nor do they encourage their consideration in the decision making process. The Cold War Era left the major participants, the United States and the former Soviet Union (FSU), with large legacies in terms of both contamination and potential accidents. Facility contamination and environmental degradation, as well as the accident vulnerable facilities and equipment, are a result of weapons development, testing, and production. Although the countries face similar issues from similar activities, important differences in waste management practices make the potential environmental and health risks of more immediate concern in the FSU and Eastern Europe. In the West, most nuclear and chemical waste is stored in known contained locations, while in the East, much of the equivalent material is unconfined, contaminating the environment. In the past decade, the U.S. started to address and remediate these Cold War legacies. Costs have been very high, and the projected cost estimates for total cleanup are still increasing. Currently in Russia, the resources for starting such major activities continue to be unavailable.
