In turn, the War Department began a monthly IG investigation as to the causes of the riot and more. A court martial ensued and 28 soldiers were found guilty of participating in a riot. Other Italian and German POWs in the Seattle area during WW II however avoided mayhem.

This paper focuses on the formulation of doctrine since World War II. In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes. The need for the tactical doctrines of the Army to remain correspondingly abreast of these changes is thus more pressing than ever before. Future conflicts are not likely to develop in the leisurely fashions of the past where tactical doctrines could be refined on the battlefield itself. Seattle's first black resident was a sailor named Manuel Lopes who arrived in 1858 and became the small community's first barber. He left in the early 1870s to seek economic prosperity elsewhere, but as Seattle transformed from a stopover town to a full-fledged city, African Americans began to stay and build a community.
