On November 7, 1967, the voters of Cleveland, Ohio, and Gary, Indiana, elected the nation's first African-American mayors to govern their cities. Ten years later more than two hundred black mayors held office, and by 1993 sixty-seven major urban centers, most with majority-white populations, were headed by African Americans.Once in office, African-American mayors faced vexing challenges. In large and small cities from the Sunbelt to the Rustbelt, black mayors assumed office during economic downturns and confronted the intractable problems of decaying inner cities, white flight, a dwindling tax base, violent crime, and diminishing federal support for social programs. Many encountered hostility from their own parties, city councils, and police departments; others worked against long-established power structures dominated by local business owners or politicians. Still others, while trying to respond to multiple demands from a diverse constituency, were viewed as traitors by blacks expecting special attention from a leader of their own race. All struggled with the contradictory mandate of meeting the increasing needs of poor inner-city residents while keeping white businesses from fleeing to the suburbs.This is the first comprehensive treatment of the complex phenomenon of African-American mayors in the nation's major urban centers. Thousands of African Americans poured into northwest Indiana in the 1920s dreaming of decent-paying jobs and a life without Klansmen, chain gangs, and cotton. Black Freedom Fighters in Steel: The Struggle for Democratic Unionism by Ruth Needleman adds a new dimension to the literature on race and labor. It tells the story of five men born in the South who migrated north for a chance to work the dirtiest and most dangerous jobs in the steel mills. Individually they fought for equality and justice; collectively they helped construct economic and union democracy in postwar America. George Kimbley, the oldest, grew up in Kentucky across the street from the family who had owned his parents. He fought with a French regiment in World War I and then settled in Gary, Indiana, in 1920 to work in steel. He joined the Steelworkers Organizing Committee and became the first African American member of its full-time staff in 1938. The youngest, Jonathan Comer, picked cotton on his father's land in Alabama, stood up to racism in the military during World War II, and became the first African American to be president of a basic steel local union. This is a book about the integration of unions, as well as about five remarkable individuals. It focuses on the decisive role of African American leaders in building interracial unionism. One chapter deals with the African American struggle for representation, highlighting the importance of independent black organization within the union. Needleman also presents a conversation among two pioneering steelworkers and current African American union leaders about the racial politics of union activism.

When Richard G. Hatcher became the first black mayor of Gary, Indiana in 1967, the response of Gary's white businessmen was to move the entire downtown to the suburbs, thereby weakening the city core. Meanwhile, white business and institutional leaders in Atlanta, Detroit, and Newark worked with black mayors heading those majority-black cities to rebuild their downtowns and neigh¬borhoods. Why not Gary? Robert A. Catlin, who served as Mayor Hatcher's planning advisor from 1982 to 1987, here analyzes the racial conflicts that tore Gary apart. He asserts that two types of majority-black cities exist. Type I -- including Atlanta, Baltimore, Detroit, and Newark -- have Fortune 500 corporate headquarters, major universities, and large medical centers -- institutions that are placebound -- and their leaders must work with black mayors. Type II cities like Gary lack these resources; thus, their white leaders feel less compelled to cooperate with black mayors. Unfortunately in Gary's case, black politicians and white executives fell victim to pettiness and mistrust, and, as a result, Gary and the entire northwest Indiana region suffered. Racial Politics and Urban Planning is required reading for citizens interested in urban affairs. Leaders in cities such as Albany and Macon, Georgia; Monroe, Louisiana; Mount Vernon, New York; and Pine Bluff, Arkansas, should also take note. Those cities have just become majority black and are in the Type II category. Will they learn from Gary, or are they doomed to repeat its mistakes?
