To resolve more appeals atthe regional level and avoid waits atthe Board, VA, in 2001, established theDecision Review Officer (DRO) reviewas an alternative to the traditionalregional office appeal review. A DRO isgiven authority to grant additionalbenefits after reviewing an appealbased on a difference of opinion withthe original decision. In contrast, underthe traditional review, new evidence isgenerally required for a grant ofadditional benefits. GAO examined (1)the extent to which veterans choose aDRO review, (2) outcomes for DROreviews, and (3) VA's challenges inmanaging DROs. GAO analyzed Boarddata, surveyed managers in all 57regional offices, visited 4 offices, andinterviewed veterans. "
