Mr. Speaker, it has hitherto appeared to me that I could best serve the interests of my constituents by closely watching the course of business in this House, by aiding in shaping legislation by my votes, and by diligent attention to the committee work assigned to me, rather than by occupying in speech-making the time required fdr the transaction of public business. Now, how ever, that the session is drawing to a close, I feel it to be my duty to give expression to my views upon some of the topics which have engaged the attention of this Congress and to review, to some extent, the history of its action thus far, with special reference to inquiring how well the democratic majority of this House has discharged the duties imposed upon it by the condition of the country.
