L'optimisation est une démarche au terme de laquelle une opération est rendue optimale, autrement dit plus favorable. Pour ce qui concerne le CPE, une telle démarche doit profiter tant à l'acheteur public qu'à l'opérateur économique, tant sur le plan financier que sur celui de l'efficacité énergétique, et doit se manifester à chaque étape du contrat. L'optimisation du CPE consiste donc en l'amélioration de l'efficacité énergétique au moyen d'un montage contractuel, et ce à chaque étape dudit contrat. Les premiers retours d'expérience permettent d'envisager des modes d'optimisation de cet outil qui demeure novateur. Le présent ouvrage présente, étape par étape, les leviers d'optimisation par lesquels pourra être tenue cette promesse de réduction des coûts dans le choix et dans l'exécution du contrat. Il en ressort que la préfiguration des CPE, leur élaboration et leur optimisation nécessitent des compétences techniques spécifiques, mais l'outil n'en demeure pas moins un moyen très souple de construire une stratégie pragmatique d'amélioration de l'habitat qui justifie d'affronter cette difficulté. Sont donc successivement abordés les leviers d'optimisation des CPE pour chacune des étapes : montage du projet, choix du montage contractuel, rédaction des clauses, financement du contrat, exécution du contrat.
