This set of four volumes is an indispensable reference work for the study of modern Russia in general and Soviet Communism in particular. Ever since its foundation on the eve of the twentieth century, the organization now called the Communist Party of the Soviet Union has been embodying its major policies in documents called 'resolutions and decisions.' These form a much more continuous and extensive record of the evolution of Soviet Communism than the writings of any single leader, and the standard Soviet anthology of these materials has gone through eight editions over a fifty-year period. Yet most of this essential material has been available only in Russian, and even in that language the standard editions have been marred by selectivity and editorial comment that is often politically motivated. At last students of modern Russian studies have access to a multi-volume work that not only presents the most important Communist Party resolutions and decisions in English, but also amplifies the standard Soviet anthology in important respects and provides editorial explanation that is independent of Kremlin politics. The rich store of materials in these four volumes ranges from the formation of the party to the fall of Khrushchev, and it deals with a wide range of issues. The clearly organized volumes each contain a major introductory essay as well as shorter background essays on each party congress, conference or Central Committee plenum. The documents approved by these meetings are often fundamental in importance, but the centralist operation of the party in power has been such that many of the most vital decisions have been issued in the name of the Central Committee when there was no meeting of that body at all. It is one of the signal achievements of these volumes that the selection of materials included was based on a list of all known part decisions, whether or not they have been included in the main Soviet reference work. The four volumes in this series are edited as an integral set. Each contains a subject index in which Russian abbreviations and acronymic names are translated. Tables summarizing the personnel of the main party executive bodies since 1917 are also provided. At the same time each of the volumes is built around a coherent period in the development of Russian Communism, and each reflects the special features of its time. Volume 5 covers Brezhnev's consolidation of power; the limits set on his rule are traced through leadership changes, institutional reforms, and policy development. Khrushchev's diverse campaigns emerge not only in party congress documents, but also in a variety of major decisions that have not been translated into English previously and are too little known. The muted nature of the anti-Stalin campaign, as it appeared in party resolutions, is particularly important to study in view of its contrast with the Khrushchev speeches which have been given much fuller dissemination.

Moving from the adoption of the "post-Stalin" Constitution of 1977 through its subsequent implementation under Brezhnev, Andropov, and Chernenko to the radical legal "restructuring" of the Gorbachev years, Robert Sharlet traces the gradual evolution of a nascent constitutionalism in the erstwhile USSR. Sharlet, a noted authority on Soviet law and constitutional development, demonstrates the gradual transformation of law from an instrument of Communist Party rule into the new "rules of the game" for nonauthoritarian political development. In effect, he argues, one of Gorbachev's most durable achievements may be his redefinition of Soviet politics into a legal idiom along with his relocation of policymaking from behind the closed doors of Party conclaves into the more open, emergent arena of constitutional government. In analyzing the politics of law from the Brezhnev era to the rise of Yeltsin, the author takes account of the "war of laws", the symbolic uses of the Soviet constitution, and even the fact that the leaders of the failed coup attempted to justify their seizure of power on constitutional grounds. Constitutionalism has sufficiently suffused Soviet public life, the book concludes, that most of the sovereign republics as successors to the former USSR, have begun designing their futures - to varying degrees - in constitutional forms.

The massive economic transformations and political upheavals that have been sweeping China and the Soviet Union in the final decades of the twentieth century are among the great dramas of our time. Yet the origins of these revolutionary changes are murky and their outcomes unclear. Have we witnessed the demise of an archaic authoritarian order and the rise of pluralism and democracy, or are the tumultuous events of the post-Mao era and the period of perestroika more usefully viewed in light of broader patterns of power and politics in Chinese and Russian history? In 1934 Andrei Zhdanov was promoted to the post of secretary of the Communist Party's Central Committee in Moscow and entered the inner circle of Stalin's partners. Notable for his involvement in implementing the artificial crisis of the Great Terror in Moscow and Leningrad, Zhdanov was later involved in the preparation and signing of the Molotov-Ribbentrop Pact and acted as Stalin's Party emissary in the Winter War and the sovietization of Estonia. Boterbloem details how Zhdanov's career was put in jeopardy in the summer of 1941 when German troops almost captured Leningrad. Stalin kept Zhdanov at the Leningrad front for much of the Second World War because of his alleged failure to halt the initial German advance, where he presided over the terrible suffering of the besieged city's population. In 1945, Zhdanov's ideological commitment led to his recall to the centre of Soviet power where, more publicly visible than ever before, he berated Soviet artists, scientists, philosophers, composers, and foreign Communist Parties for failing to adhere to the Party line. Never in good health, the stress of being Stalin's main assistant in both the massive bureaucracy of the Communist Party and the attempt to restore ideological orthodoxy, combined with anxiety about his son Iurii, led to his death in 1948.

Will it follow the model of the Western capitalist democracies, as those who applied the economic shock therapy of the early 90s hoped, or will it chose its own distinct path of development? In this history of Russia from 1917 to the present, Alexander Chubarov teases out certain themes developed in his previous book on tsarist Russia (The Fragile Empire). One of the key factors to Russia's distinctiveness is its halfway location in the center of the Eurasian landmass. This lends an inevitability to the traditional cultural schism between Westernizing reformers and Slavophiles. Neither approach, says Chubarov, will work on its own. Chubarov offers "a balanced view, abstaining from narrow, ideologically biased assessments," and examines the triumphs (yes) and failures of Russia's Soviet development "within Russia's own cultural and historical context." Without ever minimizing the brutalities of the Soviet period-the state terror, the collectivizations, the labor camps, the deportations of whole peoples-Chubarov demonstrates much continuity between tsarist and Soviet Russia, with the latter often repeating the former's mistakes. Russia, says Chubarov, cannot turn its back on its Soviet experience. Far from being a blind alley or "aberrant phase," the Soviet period was an organic part of Russia history and "was largely successful in turning Russia and most of the other Soviet republics into modern states.">
